Preventing the misery of homelessness, finding decent and affordable housing, revitalizing blighted urban areas, and aiding small businesses are key housing and community development issues facing the nation. As a legislative agency, the General Accounting Office (GAO) serves the public interest by providing Members of Congress and others who make policy with accurate information, unbiased analysis, and objective recommendations on how best to use public resources in support of the well-being and security of the American people. Reports and testimonies are used to communicate the results of our work. This compilation provides summaries and other information on reports and testimonies related to housing and community development issues that were issued between January 1990 and December 1991. The summaries are grouped into the following seven categories:
