Innovation and Human Resource Development: A Case Study in South Sulawesi

Human resources is a key factor of an innovative organization. The literature generally states that innovation in public organizations is largely determined by the quality of their human resources. The purpose of this study was to determine how innovation in a government organization can improve the competence of its human resources. This research was conducted on ten public service innovations introduced by the Government of Bone Regency, South Sulawesi. A qualitative approach was used with a case study. Data on these ten public service innovations were collected through focus group discussions and in-depth interviews with innovators. This study found that increasing the competence of human resources in organizations that implement innovations can occur through a range of factors: top management support; rewards; staff diversity; involvement of every member of the organization; experiments; and teamwork. Cooperation and Interaction between Village and Sub-District Government in Administration Services Innovation: An Evidence in Lampung Province Indonesia

This study briefly analyzes the interaction process between village and sub-district government actors in the management of population administration service innovation. The research method used is a qualitative descriptive approach. The data were obtained through primary data and secondary data. Qualitative data analysis begins with collecting data through interviews and studying relevant various documents which related to the object of research, then reporting the results of the research. The results showed that there was an imbalance in the process and interaction between actors, the village government and the Village Consultative Body. Innovating Rural: A Comparative Analysis of Community-Driven Rural Innovation in North Sumatera and Yogyakarta, Indonesia

Innovation in a new fast-growing industrial revolution era is crucial as a means to enhance public service quality and achieve development goals, particularly at region context where gaps of development and services commonly exist. Relevant regulations are made as guidance for innovation, yet, such successful innovation practices at region level, especially rural areas, has not been well developed due to complex problems related to rural governance, human capacity, and many other socioeconomic issues. By narrowing analysis to a more specific innovation practice in rural areas (rural innovation), this study aims to determine community-driven rural innovation in order to provide an empirical analysis of the importance of community participation in developing rural innovation. The research locations are Sekip Village, North Sumatra and Panggungharjo Village, Yogyakarta. Those two are chosen to represent rural innovation from different contexts both demographically and geographically. This study uses a qualitative method with a comparative-case study approach to provide a comprehensive understanding as lesson learnt of rural innovation practices. By elaborating both empirical data and theoretical frameworks on innovation and community participation, this study focuses on particular aspects of rural innovation, including rural innovation principles (innovation embryo, innovation institution, innovation network, innovation culture, knowledge and technology adjustment), and the Arnstein's community participation ladder. The significant results of this study showed that Panggungharjo Village has successfully performed all rural innovation principles and made the best use of community participation as the leverage of rural innovation. Role of Government in Energizing Grassroots Innovations

Local specific nature of grassroots innovation and its limited territorial coverage, due to high natural and human resources diversity in Indonesia, lead to higher expectation to local governments for their active roles in supporting and facilitating implementation of grassroots innovation at their territory. Government intervention, however, should not dilute the specific characteristics of grassroots innovation. Local government should play more active role, but should not take over leading role of grassroots innovators. Local government would be better to position itself as facilitator and empower local community or actors to contribute in alleviating poverty and protecting environment.

Comparative Analysis of Public Officials’ Innovation Capacity Between Central and Regional Agencies in Indonesia

As one of the initiators of the public sector’s innovation, public officials, both in central and regional government agencies, must have a strong innovation capacity to deliver innovations that are beneficial to society. The purpose of this study is to further explore on how is public officials’ innovation capacity in central and regional agencies and whether there are differences in the innovation capacity between them. This research uses a quantitative approach. The population in this study are all public officials from central and regional government agencies who completed the Leadership Training in Puslatbang PKASN LAN. This research employs post-positivist paradigm and utilizes combined qualitative and quantitative methods. The research data were gathered through in-depth interviews, questionnaires, and document analysis. In 2010, Wang et al. devised five key elements that signal the preparedness of an organization for implementing innovation in its services. The five core elements include investment strategy, risk tolerance, success of innovation, IT experiences, and inter-organizational collaborations. This research demonstrates that the Center for Education and Training of Indonesian Ministry of Manpower, (Pusdiklat Kemnaker), which has made use of eLearning method (as the initial stage of innovation) in its trainings on the basics of manpower, has not been well-prepared in using such a method, notwithstanding the fact that the method is already in use. Collaborative innovation and social exchange

Public sector organizations have a very important role in the implementation of meeting public needs. This shows that sector organizations are required to produce innovations in governance. The main objective of this research is to describe Collaborative Innovation and social exchange in the implementation of innovation policies in Indonesia. The data obtained from the results of interviews and observations, and strengthened by the study of secondary data were processed through descriptive research methods with a qualitative approach. Based on the results of the study, the implementation of innovation in Indonesia has not been running effectively, seen from the data on the Indonesian Innovation Index. The same thing with MEMBARA innovation, which is a collaborative program, has not been running effectively. This is due to the understanding between actors in the MEMBARA program regarding their respective functions and duties is not maximized and is not in accordance with Social Exchange in Collaborative Innovation.
