Sustainable development of European Union, in conformity with objectives and provisions of “Europe of 2020” Strategy, is based on capitalization of potential small and medium enterprises. The paper presents relevant aspects concerning SMEs community space sector and emphasizes main adopted documents and actions, developed by European Union organisms, in order to create and consolidate a favorable environment for SMEs development.

Over the last two decades entrepreneurship and small and medium enter prises (SMEs) have emerged as the engines of economic and social development throughout the world. SMEs are now considered as important drivers behind the growth and creation of employment, economic growth and increased national and regional competitiveness in a globalised economy. Within the European Union the SME sector is seen as a major feature of the economy. SMEs are key to entrepreneurial spirit and innovation, and therefore crucial to ensuring EU competitiveness.

SME-s role in the economic development and economic structure is changing drastically, as it is gaining new dimensions the role they have as social agents. This becomes particularly present in the paradigm shift of the EU funding schema and priorities, for member and candidate states, indicating that from catalysts of development they are now considered as important and active agents of Innovation by their R&D potential. The article provides a comprehensive literature review on different aspects of R&D processes in SMEs under the support of the funding programs of European Union collected from the reputed publications. The purpose is to provide an outline on the structure and dynamics of R&D in SMEs to highlight its role in the performance of these businesses in particular and in national and regional economies at the macro level. This paper aims to contribute to current discussions within the field of innovation by further exploring how EU R&D funding policies work in practice.
EFFECTIVNESS OF THE EU PROGRAMMES FORSERBIAN SMES
For several years Serbia has gained access to and is integrated into the main EU support programmes for research, innovation and competitiveness such as the Competitiveness and Innovation Programme (CIP), the Enterprise Europe Network (EEN) and the Seventh Framework Programme (FP7). Meantime, Serbia has successfully set the infrastructure up to manage EU-based programmes. In this paper we are discussing effectiveness of these programmes on improving technology transfer and linkages between R&D sector and SMEs, as crucial components of national innovation system in Serbia.

Last twenty years small and medium enterprises (here and after — SME) play crucial role and make a great impact on the growth economy. Latest research shows their incresing part in GDP in the most highly developed countries. High developed SME sector became a feature of wealthy economy and prosperous country. In the Investopedia the definition of SME looks like small and midsize enterprises are businesses that maintain revenues, assets or a number of employees below a certain threshold. Every country and economic organization has its own definition of what is considered a small and medium- sized enterprise. In the United States, there is no distinct way to identify SMEs, but in the European Union, a small-sized enterprise is a company with fewer than 50 employees, while a medium-sized enterprise is one with fewer than 250 employees. EER - Mechanism for Promoting the Small and Medium Enterprises
In this paper we aim at presenting a new initiative of the Region's Committee, consultative organ of the European Union that comprises European regional and local authorities with the purpose of offering an impulse in the economic growth and employment at a regional level. Within the 7th edition of the manifestation "OPEN DAYS- European week of regions and cities" in Brussels, October 5-8 2009, the Region's Committee, in partnership with the European Commission, launched the pilot-project EER (Entrepreneur European Region). Its purpose aims at identifying and rewarding the regions of the EU that have an exceptional entrepreneurial view, irrespective of their size, prosperity or competence, as well as encouraging the local and regional authorities in a more sustained promotion of small and medium enterprises in Europe, that represent a source of economic growth, employment and innovation.

Subject and purpose of work: The aim of this article is to present the most important aspects related to the functioning of small and medium-sized enterprises (SMEs) in the Euroregion Sprewa-Nysa-Bóbr, as well as to indicate the objectives and priorities regarding its support. Materials and methods: The paper utilized official statistics, existing legal regulations and information presented in the plan of action and development for the Euroregion Sprewa-Nysa-Bóbr for the years 2014-2020. Results: The important role of SMEs in the Euroregion’s socio-economic development is determined by the fact that they constitute more than 99.9% of all enterprises. In the years 2006-2013, the number of SMEs in the region increased by 3.3%, while the number of large companies decreased by 15.4%. Small and medium-sized enterprises are often referred to as the backbone of European economy, providing a potential source for jobs and economic growth. They may be viewed as important players in the wellbeing of local and regional communities, with considerable potential for employment creation. The paper examines development of SMEs across the EU member states, illustrated by rankings according with selected indexes, taking into account in the SME sector in the EU countries against the backdrop of general economic situation. Enterprise statistics were analyzed by number of enterprises, employment size and value added generated by this sector.
