Abstract
Integrated and inclusive living: social housing experiences in Milan. In Italy, the expression “social housing” seems to have replaced the traditional reference to “public housing” (casa popolare). The terminological change corresponds to the emergence of different experiences in which the social characterization takes on complex meanings, which are connected to integra on as a shared theme. New conditions provide an opportunity to experiment, with greater freedom, new forms of intervention that would interpret the social character not anymore in general terms, rather in more specific ones. In particular, the new plan may include, in the housing project, the sphere of relations with the local communities and the territory. As a matter of fact, more and more often the success of social housing is linked to the work on integrated programs, which are developed on the basis of instances that are already present in the territories, and thus can contribute to strengthen the local communities. The success of this integrated approach demonstrates how the most effective action that can be undertaken by the public sector in terms of housing policy is the promotion of collaborations with the operators in the third sector. Such collaborations should be aimed at prompting private initiative in the sector of social housing, which should no longer be understood as a mere resolution of the dwelling problem, rather as a response to a wider range of local needs.
