Albania in Europe: Perspectives and Challenges

This paper will discuss the prospects of Albanian integration into the European Union. The question of Albanian integration is viewed as being affected by three concerns that reflect upon the issues of identity, security and economics. These concerns will be discussed at three levels of analysis: European, regional and national. Discussing the integration in this way will enable us to understand the stakes involved in Albanian integration. The paper will conclude observing that these stakes differ in nature and are not only related to the country's progress in terms of the consolidation of democracy, rule of law and market economy.

Albania is one of the countries that want to become member of the European family. Although Albania and the EU signed on June 2006 Stabilization and Association Agreement, (SAA), it has not yet acquired the status of candidate country. We will analyze some of these criteria and how they are implemented in our country. First will be analyzed central and local governments, relations between them and the process of decentralization. During this period of transition is observed a politicization of the relationships between central and local governments, because of the fact that governments are inversely political wings. In this context will be analyzed the law project for new territorial and administrative division of the country and its consequences. Another issue that we will be analyzed is the problem of corruption, a wound of the Albanian society and noted by the European community. At the end of the study conclusions and recommendations will be drawn connected with the fact that what will do the government full fill the European criteria’s for integration. ECONOMIC TRANSITION IN ALBANIA: POLITICAL CONSTRAINTS AND MENTALITY BARRIERS

Until the beginning of 1991, for more than forty years, Albania was described throughout the literature as the poorest country in Europe, however very little has been published concerning the country, with a strange and extreme position of self-isolation. Although with a socialist, centralized economy, Albania for many years after 1960, did not see itself as a part of the Central and East European communist countries. The virtual lack of data and its unique political and economic strategy made it mysterious for foreign researchers and observers. The rigid communist model which prevailed during those 45 years in Albania was based strictly on Marxist ideology and Stalinist economic practice 1 (A.Schnytzer, 1982(A.Schnytzer, , 1992, with some differences chiefly oriented towards a more orthodox model adapted to the special circumstances of the size of the country, its political choices, some structural deviations and its level of economic development (Sjoberg, 1991a).

Transition Analysis and the Economic Development of Albania During the Post-Transition Period

After more than twenty years of transition filled with promises, mistakes, failures, and dilemmas concerning the economic challenges lying ahead, Albania has made remarkable economic progress. Based on the level of debates held between economists either in Albania or abroad, and based on what different policy makers believe, we came to the conclusion that there is still a lot of economic challenges like: inadequate reforms and various obstacles that hinder the country's transition from communism to a developing country worthy of being a member of the EU. In this article, we will talk about the economic transition in Albania by reevaluating the models of economic development and economic thought of development in order to find a connection between theory and practice. We will also try to evaluate the model of economic development applied in Albania, taking into consideration the different problems, what went wrong, and what needs to be done in order to have a sustainable economic development, and to deal with the economic-financial crisis which has affected our country. The final goal of this article is the contextualization of economic reflection and the analysis of economic models. This takes into consideration the main factors of the economic development of a country and its development, bearing in mind the economic situation we live in.

Albania’s European Integration Process and the Impact it Has on the Business Climate between Albania and Italy (Vlora City Case)

Economic and political links between Albania and Italy dating back hundreds of years before Christ. Have had ups and downs with significant impact while maintaining a constant continuity with each other. Modern relationships, of about 100 years, had some sort of patronage of Italy affected by the development of Albania low following a series of historical events. Relations between the two countries culminated during the reign of King Zog in Albania, followed by a dark period with the start of World War II and the rule of the Communist regime in Albania. Italy regained his place important economic and trade policy relationships with the arrival in Albania on democracy country, becoming one of the most important strategic partners. This paper is abaut the facilities that the Albanian economy has benefited from the EU integration process.

THE ECONOMY OF ALBANIA TODAY AND THEN: THE DRIVERS TO GROWTH

"Over the past two decades, Albania has faced many social and economic changes, since it changes it economic system from a centralized one to a democratic one in early 90s. During this transitory phase, Albania had faced difficult challenges such as of undertaking all the necessary reforms for the stabilization, liberalization, privatization and integration of its economy in the overall global and regional economic trends. The first aim of this paper is to study the Albania Economy in its democratic era. The second aim of this paper is the identification of the main drivers to economic growth in the Albanian case during past two decades and the challenges that it faces today. Furthermore, this paper deals with some of the challenges that Albanian economy faces today such as SMEs challenges that represent the 98% of the market, rail infrastructure, lack of entrepreneurship, low level of innovation spirit among the enterprises, lack of focus in R&D. This paper finds out that Albanian Economy has performed well but yet, there exists some critical challenges that should be face in order to achieve the desired level of economic development and competitiveness in global and regional market. This paper deals with Albania's EU accession process. It has demonstrated that in spite of the fact that the country is highly perceived as a 'lagger' case in the Europeanization process; however this should be perceived as a natural phenomenon due to new higher standards during the EU accession process. Therefore, Albania's slow Europeanization should be analysed under the framework of 'muscular conditionalities', of 'top-down, provocative and asymmetrical bilateral relations regimes' that are shaped under the enlargement rounds of the past. However, this paper also concludes that Albania is enjoying an entrenched, solid and substantial international support while is aggressively transforming the country and consolidating its democracy. And this 'international inclusiveness', despite the unfavorable era of global abnormality, rising populism and extremism, should be cultivated and perceived as a unique opportunity for the country's entrance in the 'premium league of nations.
