Public Private Partnership (PPP) in Malaysia as an innovative procurement mechanism aims to undertake the public sector infrastructure project construction in order to overcome the weaknesses of conventional system. The Implementation of Public Private Partnership (PPP) Programme in Malaysia aims to improve the delivery of infrastructure facilities and services for the public sectors. Hence, it is vital to ensure the success of PPP projects by monitoring the projects' performance to earn value for money (VFM). However, there are several factors influencing the PPP projects' performance as deliberated by previous scholars. Among these factors are lack of building facility management, lack of performance measurement systems and low monitoring levels which would affect the success of PPP projects especially at the operational stage. Therefore, the purpose of this research is to determine the factors affecting the operational performance of PPP projects in Malaysia. A qualitative approach of semi-structured interviews from selected case studies was adopted. A purposive sampling technique has been chosen which involves PPP experts as a sample population. The data was analysed using Atlas.ti8© qualitative analysis software. From the findings, authors revealed eight factors contributed to the poor projects' performance namely; defects occurrence, lack of competency among staff or person in charge in PPP, service delivery failure, lack of strategy in assessing performance, lack of monitoring, lack of experience and understanding of PPP among stakeholders, and poor management. The findings of this study may benefit practitioners to further improve the operational performance by eliminating or minimizing factors that affect the successful implementation of PPP projects in Malaysia.

PurposeThis paper aims to examine the importance of the success factors as perceived by the overall respondents. Also, the study intends to identify the differences concerning the importance of the success factors between the public and private sectors.Design/methodology/approachA questionnaire survey was used to elicit the perceptions of public and private sectors on the key success factors of a PPP project in Malaysia. Purpose The objectives of this present study are twofold. First, it aims to investigate the performance objectives of PPP implementation in Malaysia. Second, it aims to examine the differences in the perceptions of two PPP key players – the public and private sectors – pertaining to the performance objectives. Public Private Partnership (PPP) is an increasingly popular choice for policymakers in implementing important public projects. To ensure the ultimate objectives of PPP/PFI, identifying the critical success factors (CSFs) of PPP implementation is crucial. For countries that are new at adopting PPP it is even more important for them to identify the success factors in order to maximize the advantages of this method and to reduce the risks for all concerned parties. PPP was officially announced in Malaysia under the Ninth Malaysia Plan in 2006. Since then, many government projects were delivered via PPP. Developing a Performance Evaluation Framework for Public Private Partnership Projects

The public–private partnership (PPP) is a potential procurement strategy for delivering complex construction projects. However, implementing PPPs has not been explored extensively in developing countries like Pakistan. A performance framework is developed in this study to evaluate the application of PPP projects based on 10 key performance indicators (KPIS) and 41 performance measures (PMS). This framework was reviewed by experts for coverage and relevance, then validated through two case studies involving road construction. A triangulation approach was adopted to collect the relevant data through multiparty focus group sessions, archives, and site observations, which enhances the reliability of the data. Results showed there is a difference in performance for six KPIS, but similar practices were reported for four KPIS. The developed performance evaluation framework (PEF) for PPP projects is suitable for developing countries transitioning toward adopting this procurement strategy.

Public Private Partnership (PPP) is not a new method of development in a country. In Malaysia, concept of PPP had been used almost four decades after Malaysian Incorporated Policy had been introduced by the government. The objectives of this present study is to scrutinize defining the concept of PPP, the evolution of implementation PPP, and also characteristic and criteria of PPP based on Public Private Partnership Guidelines. This paper also examines the potential benefits of PPP implementation in Malaysia based on the previous study. Last but not least, issues and recommendation for future study has been suggested to enhance PPP implementation project.

Since the emergence in the early 1990s, PPP options have become increasingly popular to the governments of both developed and developing countries. On average, US$ 95b are invested annually in the developing countries in the form of PPP options up until 2017. However, a mixed result is documented with respect to their performances. PPP arrangements include multiple stakeholders that have diverse interests associated with their particular affiliations, and accordingly the performance expectations of these stakeholders also differ. Traditional approaches to performance evaluation are unable to capture all of the expectations to be included in the process of PPP project evaluation.

Purpose-Public Private Partnership (PPP) has increased in popularity and is being used extensively in the construction market. For PPP projects already completed or for those in progress, the question is how effective are these projects? Do they meet their performance requirements and are they valuable to the stakeholders? How are PPP project performances assessed? The main target of this paper to cover the necessity of study key performance indicators (KPIs) that will measure and enhance PPP performance in Egypt. Design/methodology-A questionnaire survey was conducted to prioritize the main functional KPIs for PPP projects. Reliability analysis using the Cronbach"s alpha was performed to check the internal consistency and reliability of the results. Finding-The result of this research will be to contribute to the existing understanding of PPP performance measurement of developing countries, by providing a framework for selecting KPIs to measure the PPP concessionaire performance. Validation of results was done by PPP experts. Social-The partnership provides a competitive and transparent mechanism to pursue opportunities that bring together ideas, experiences and skills of both sectors and develop creative solutions to a community"s needs. Originally/value-It is targeted that government adopts an evaluation system of concessionaire selection based on performance. The results could be used to create prediction models for evaluating PPP project performance.
