Innovation and entrepreneurship in regions is one of essential tools, in added value creation in economics and in development in national level. It is very important to encourage creativity, new ways of thinking and continuous process of learning of individuals. there are some different approaches how to measure competitiveness of state economy and competitiveness in regional level. Global competitiveness Index shows competitiveness of state among other world economies based on the 12 pillars of competitiveness, which is difficult to apply in regional or entrepreneurial level due to lack of data at regional level. Innovation is a key factor for development and competitiveness in individual (individual, enterprise) and institutional (local governmental institutions, regional, national and global level. Scientific problem of article is that impact of creativity, knowledge creation and dissemination and cooperation could not be measured trough quantitative data. Aim of the article is to define support model for cooperation of individual-institutional level in innovative entrepreneurship and its impact on regional development. Methods ar analysis of scientific literature, and political planning documents for define of support model in dynamic external environment.
Strategies to Promote Regional Innovation

A favorable environment for the exchange of information and innovation is able to provide the economic and social progress. Thus, this article aims to propose a study methodology to develop strategies for promoting technological innovation, to answer the research question: What actions to leverage the innovative potential of a region? Data were collected through qualitative and quantitative approaches. The study was characterized as exploratory, descriptive, and inventory. The study sample was composed of the industrial spectrum of Francisco Beltrao region. Innovation indexes were identified companies operating in areas of greatest economic importance. Representatives of the companies were interviewed for the researcher could analyze their knowledge of the laws that encourage innovation and actions imposed by the interested parties and the municipal government. Interested parties were also interviewed to verify the effectiveness of actions. The main results indicated a low overall rate of innovation of companies in the Francisco Beltrao region. Another point was the very low number of companies they knew about laws and incentives. The higher content of knowledge of these laws and actions of stakeholders were among the companies participating in the single business hub of the city looking for technological innovation. The main conclusions brought proposed strategies to promote technological innovation.

Innovations and the capacity to innovate are crucial factors in the development of a firm and its ability to adapt to changes in the external environment. Growing attention has been paid to the mechanism facilitating innovation in firms, both in large, small and medium-sized enterprises. As a consequence, increasing attention has been on the role of innovation policy in regional development. The purpose of this project is to analyse the linkages between the business advisory systems efforts to promote innovation and the innovative firm with special attention to small and medium sized enterprises. This paper is based on the knowledge gained from working with two industrial networks from the county of Østfold in Norway. There is a particular focus on the creation of networking arenas and on the development of these arenas for better co-operation between the companies in the network. Much of the empirical knowledge has been achieved by interviewing participants from the networks and by active participation in co-operation projects. The theme is innovation processes in industrial networks, with special attention on how it is possible to enhance the innovation capacity of the networks. We discuss innovation processes in industrial networks as a part of regional innovation systems, because innovation processes in industrial networks cannot be fully understood without understanding how this also relates to the surroundings. We discuss how good relationships, continuous change and strategies for knowledge creation are important factors for innovation in networks. This could be achieved by following the principles from co-generated learning processes (such as a search conference). The principles could be adapted and specially designed for each network in a way that increases the quality and efficiency of the co-operation processes.

The topicality of the problem under study is due to the expansion of the contemporary concepts of the regional innovation system, and the increasing role of regions and local governments in the implementation of State programs of innovative industrial and technological development. This article aims toward the study of participants of regional innovation processes in the Karaganda region, and the definition of their goals in current conditions. Innovation is a highly complicated and ambiguous phenomenon. It is also a key element of the competitiveness of companies, regions and nations. The aim of this study is to identify the conditions that most affect regional innovation. This research combines a group of indicators that define some tangible factors of regional development with level of innovation performance. The pathways to facilitate a region’s higher innovativeness are presented. For this purpose, fuzzy set qualitative comparative analysis is adopted. The analysis was performed for two different groups of regions: Innovative Leaders and Modest Innovators (according to the Regional Innovation Scoreboard). Innovations uncover new solutions to traditional problems. In its essence, an innovation represents a series of measures and actions structured to successfully trigger, assimilate and exploit novelty in the social and economic fields. The innovation can be technical, technological, as well as managerial. To implement, it requires both strategic and organizational skills. It can allow companies to successfully face competition, protect their market share and secure their future development; sometimes, it can insure the company's very survival. (1). For a sustainable development, the importance of innovation is best illustrated as a thinking process, a series of actions promoting environment-friendly economic growth. The objective of this report is to show the necessity for a purposeful and consistent policy requiring the existence of innovation as a prerequisite for the development of regional and national strategies. The tasks are as follows: to present the current experience in Bulgaria and the EU; to perform a comparative analysis between the EU and Bulgarian experience; to draw relevant conclusions and recommendations based on the analysis.

e present research underlies on the idea that recently, in both governmental long term strategies and economic theories, regions are considered as centres of economic growth and as hubs in knowledge spill-over of and that innovation is a key component of long-term economic prosperity. e analysis focuses on discovering how regional competitiveness can be supported by innovation, emphasizing also the role that economic agglomeration and clusters have in this process. e study is based on a Romanian region, Sud Muntenia, and presents an image of the innovation support structures, academic environment, innovation partnerships and clusters allocation in the region in comparison to the national level. e used methodology relies on quantitative and qualitative instruments, information being processed from statistical data, focus groups and questionnaires applied on the main regional actors involved in the innovation process.

Over the last two decades, economic science has encountered agitated times; undoubtedly the most troublesome since the dawning of the Keynesian revolution. This is not, in itself, surprising, if one shares the idea that the economic crisis which became apparent in 1973 had already been one of civilization, the crisis of a model of development. It is general knowledge that each and every crisis in turn implies the idea of rupture, perturbation and, simultaneously, the idea of an opening towards new possibilities, the hint of a new order of things. The context is clearly one of transformation. It is unnecessary to underline the role of new technology in this context of refor- mulation of the bases of the growth and accumulation model consolidated in the post-war period. In fact, this is where the new productive organization paradigm ®nds its reason of being and what makes possible the reorganizing of the spatial hier- archies inherited from this model. On the other hand, if the imagining of an `exit' through technological progress into a new economic and social order is a well established idea in economic theory, one should keep in mind that social relations and socio-economic structure can sim- ultaneously be the cause and consequence of innovation. It is within the framework of a bibliography, i.e. review that we put forward in- terpretations of the origin of innovation, its way of diusion, and scenarios for the recon®guration of territorial and economic structures. By the end of this essay, a greater idea emerges: innovation is a complex phenomenon which requires social, in- stitutional and technological changes to succeed.
