Development of creative industries policy in Bandung City, Indonesia

Bandung is one of the few cities in Indonesia that is dominated by the creative industry. This study aims to analyse the different aspects of the policy for developing creative industries at the industry, corporate and company levels by applying qualitative approaches and conducting a descriptive analysis. The data are collected through observations, interviews and a literature review. The results indicate that the policy has been implemented at three levels. This policy aims to strengthen business functions and business centres at the micro and institutional levels, respectively. Meanwhile, some regulations have been set up at the macro level to facilitate the creation of a supportive business climate. Several recommendations can be derived from the findings. Firstly, the establishment of creative industries can be facilitated by providing technical guidance, training and capital assistance and by creating business networks. Secondly, a conducive business climate can be created by implementing the appropriate government policies and developing an information technology infrastructure for maximising the activities of companies.

In developed countries, stimulating the emergence of a creative economy is a wide-spread and tested policy strategy to spur regional economic growth. Today, developing countries also implement such a strategy. However, it is unclear whether it can operate in the same way and deliver the same outcomes as in developed countries. This research looks into the feasibility of promoting creative industries as an instrument for regional economic development in developing economies in general, and in Indonesia in particular. INDUSTRIAL VALUE CHAIN IN INDONESIA'S SME CREATIVE BUSINESS: AN EXPLORATION RESEARCH
The creative industry is currently growing very rapidly in developing countries. This is indicated by various government policies to increase the competitiveness of this industry. Value chains are needed to gain the competitive advantage within this industry at every additional step of the chain. However, there is no comprehensive research on the creative industry value chain in developing countries, such as Indonesia, especially in small and medium enterprises (SMEs). This study attempts to explore the concept of industrial chain values to narrow the gaps that exists in the literature. The research method used is a qualitative approach through semi-structured interviews and observations of 11 SMEs consisting of 5 creative business sub-sectors, namely the culinary, fashion, craft, photography, and visual communication design sectors. The results of this study indicate that, in creative industries, cocreation is the differentiator on the value chain activities, especially those that offer customization. Meanwhile, the use of social media is also considered as an important value chain activities that must be used to effectively communicate the value of the business. The results of this study can be used by stakeholders in Indonesian SMEs as a reference for formulating competitiveness strategies for this creative industry.
