Purpose. Analyzing the features of the implications of total quality management in the educational policy of Ukraine. The implication of total quality management is an important component of the educational policy of the world's leading countries. Its implementation into Ukraine's educational policy is a prerequisite for increasing the effectiveness of reforming the management of higher educational institutions in Ukraine. Methodology. The authors used the comparative approach as the main research method. This allowed exploring the meanings of the key terms of educational policy: "quality of education", which is used in normative documents of the Ministry of Education and Science of Ukraine, and "total quality management", which is used in the directives that determine the educational policy of the world's leading countries. The use of empirical and theoretical research methods, such as analysis, synthesis, classification, modeling, and others, helped the authors establish the difference and general principles between the two terms. findings. In modern research, education is regarded as a behavioral model in which management models play an important role. The authors studied the history of interpreting the meanings of the term "total quality management" (TQM), as well as the features of its implication in the educational policy of Ukraine aimed at reforming the management of higher education institutions. originality. Taking into account the international experience, it was proved that the implications of total quality management in Ukraine's educational policy would significantly increase the effectiveness of reforming the quality of education in Ukraine. It is with the implication of total quality management that the international experience in reforming the management of higher edu cation institutions in European Union countries, the USA, Japan, etc. is associated. Practical value. The implication of total quality management enriches the educational policy of Ukraine with international experience in reforming the management of higher education institutions of the world's leading countries. The reform of 659 higher education institutions, which is currently carried out by the Ministry of Education and Science of Ukraine, is based on interna tional managerial experience that proved its effectiveness in building the economy of Japan, the USA and other countries, and especially in achieving strong outcomes in international university rankings. The implication of international experience will allow the Ministry of Education and Science of Ukraine to avoid irreparable errors in reforming the management of higher education institutions with rich history and established traditions, which together form the identity of Ukrainian science and education.

Annotation. Quality assurance and quality management are the main challenges in the management of higher education institutions not only in Ukraine but also in Europe in the context of sustainable development and the coronavirus crisis. That is why, at the present stage, there is an acute need to study the problems of management in higher education quality ensuring, both internally and externally. For Ukraine, the desire to integrate into the European educational space is topical, but requires the development of new regulations of the European educational environment based on the latest technologies, which ensure the improvement of the quality of educational services with a focus on the interests of higher education applicants. Three possible options for assessing the level of services provided by higher education students have been studied. It was found that, in the vast majority, the expectations of higher education seekers do not coincide with reality. Namely, there are various inconsistencies in ideas and expectations, which are called "gaps". It is determined that the university needs to carry out all measures to implement (integrate) management processes in quality in the strategy of development of higher education. For this purpose, a scheme for integrating the quality management into the strategic control of higher education institutions is proposed. Improving the quality of educational services is possible, including through the introduction of innovations in higher education. These changes will help improve the efficiency of management in the field of higher education, strengthen positions and increase the competitiveness and performance results of universities. With this research we concludes that not all higher education institutions in Ukraine are aware that assessing the quality of educational services is an extremely important aspect on the way to improving the quality of services and increasing the competitiveness of higher education institutions themselves. Diagnosis requires feedback that will allow universities to quickly respond to the assessments of higher education seekers about the received educational services, improve them, make services as attractive as possible for higher education applicants. This investigation is focused on two objectives: 1) explaining the relationship between quality management and performance management in higher education; 2) evaluating the existing quality management systems in the higher education institutions of the Republic of Moldova. In order to accomplish the first objective, a comparative theoretical analysis of the quality management and performance management was carried out in terms of common aspects and distinctive peculiarities. Consequently, it was reasoned that the performance management system of a higher education institution is created and functions on the basis of the quality management system by extending the area of the quality objectives to the level at which they will ensure performance or, in other terms, by moving towards excellence. In order to achieve the second objective, an opinion survey for the teaching and managerial staff from 6 universities was carried out. As a consequence of processing the obtained results, there were identified problems related to the functioning of the quality management systems. The investigation resulted in the formulation of a set of recommendations for the higher education institutions of the Republic of Moldova in order to increase the efficiency of the quality management systems functioning and thus to ensure an efficient management.
