Abstract
Much of the research about state feminism and gender machineries describes the progress in the development of Gender Policies. This research shows that there exist relevant difficulties to achieve a real transformation of policy process and agenda by the actors normally involved in policy-making, which is the main objective of the Gender Mainstreaming strategy (GM). From our point of view, more empirical research about the praxis of GM is needed to face this problem. Questions about e.g. which organizational solutions or policy tools are developed in different settings, contexts, or governmental levels; or about their compared usefulness in order to promote real changes in mainstream policies should be risen. In this sense gender policy evaluation is a privileged framework to fathom the specific problems and achievements of the GM implementation. This proposal will face two issues.
