Estimating Economic Impact of State University in the Local Economy: A Direct Expenditures Analysis

The focus of this study was to estimate the economic impact of Romblon State University on the economy of the province of Romblon in terms of the university's direct spending activity. The researchers realized that determining the economic impact of the University would be beneficial to the university itself, to the community where the university is located, to the funding institutions, to the students and other researchers. The general objective of the study was to determine the economic impact of Romblon State University in the province of Romblon. To answer the main objective the following specific objectives were established: identify the source of fund of Romblon State University, determine the direct expenses as to operational expenditure and; capital expenditures; define the spending multiplier that will use to calculate in estimating the impact. The research approached used in this study was quantitative and descriptive. The study used secondary data in conducting the research. The ten fiscal years' financial statements of Romblon State University were gathered and scrutinized to meet the objectives of the study. The Keynesian model was employed to determine the spending multiplier and used to compute for in estimating the economic impact. The use of regression analysis was also done to analyze the significance of each variable used in determining the economic impact models. According to the analysis of the secondary data and findings of this study, the existence of Romblon State University in Romblon province greatly impacts the economy of the province with regards to its direct expenditures. The coefficient, as a result of regression analysis in this study, defines the estimated direct impact of spending activity of Romblon State University on the economy of Romblon. The index measure employed in this study finds the increased and decreased change in proxies' contribution to the economy. The spin-off activity of every peso that the university is spending within the province creates an impact on the economy of the province.

Economic Impact Studies of Regional Public Colleges and Universities

ABSTRACT This article reviews methodological issues confronting authors and users of economic impact studies of public colleges and universities. Questions addressed include the following: How should economic impact of regional public colleges and universities be defined? What considerations should govern the definition or the geographical study area? How should tax support of publicly supported institutions be addressed? The article includes perspectives from recent literature considering these questions from both short-term and long-term perspectives. Resolution of these issues depends upon careful delineation and communication of the alternative states of world between which the hypothetical impact is measured.

Local Economic Impact of a Public University: An Analysis of a Multi-Campus University

Today, the role of higher institutions of learning on the social and economic development of the communities surrounding them, cannot be understated. This paper focuses on assessing the economic impact by UiTM Negeri Sembilan campuses on their local communities. UiTM Negeri Sembilan is a multi-campus university that has three campuses in the same state differing in location and population size, and are managed mainly through a centralised administrative system, with a certain degree of local campus autonomy on certain aspects. The respondents comprised of business owners, managers, and workers from 62 local business establishments surrounding the University campuses. The findings show that all three campuses have impacted their local economy positively in terms of gross income to local businesses in varying degrees. UiTM Seremban recorded the highest impact due to its largest population and its urban location. This suggests that all campuses support the growth of businesses and the economic development within the local communities. The results contribute the knowledge that not all multi-campus universities would have the same impact on the local community. Despite the same administration, the same policies, yet the economic impact may not be the same showing the major factors influencing are location and student/staff population.

Long-term Effects of Institutions of Higher Education on the Regional Economy

This paper investigates the long-term effects of universities and colleges on regional growth through knowledge spillovers. As houses and producers of knowledge and human capital, institutions of higher education may accelerate the region's capital accumulation and technological change, thereby having a persistent effect on the growth of the economy. In addition, the nature of knowledge spillovers implies that institutions of higher education may affect not only their own locations but also the neighboring areas. The main goal of this paper is to estimate and distinguish among the effects that different types of institutions have on their location and neighbors. I use county-level data from the United States and estimate the effects of higher education institutions on the changes in local economic conditions measured by employment and wages. I take into account spatial dependence among counties in the estimation, which is largely neglected in prior empirical studies. Computational difficulty arises when estimating a spatial model with a large number of observations because spatial relationships are 2-sided and multi-dimensional. I utilize the sparse nature of the spatial weight matrix to solve the computational problem. Preliminary analyses use county-level data between 1990 and 1995, including measures of economic conditions provided in the County Business Patterns and institutional characteristics provided in the Integrated Postsecondary Education Data System (IPEDS). The results suggest that U.S. counties with more universities or colleges had higher growth between 1990 and 1995 in terms of employment. Universities with accredited engineering programs or business programs have much larger effects than others. In terms of spatial dependence measures, counties experience large spillovers from having a university with business programs in a neighboring county. I am currently extending the analysis period to the years of 1975 to 2000. Data will be acquired from additional sources, including the Covered Employment and Wages (CEW) program, which provides employment and wage data between 1975 and 2000 at the county level, and the 1974-1975 Institutional Characteristics file of the Higher Education General Information Survey (HEGIS), which provides information on universities and colleges. Institutions will be further categorized by their research and degree granting activities based on the Carnegie Classification.

Local Economic Impact of Universities

The local economic impact of a large tertiary education institution such as a university is an issue which has attracted considerable attention in literature. Beck et al (1995, 246) define economic impact as „the difference between existing economic activity in a region given the presence of the institution and the level that would have been present if the institution did not exist.” Generally, there are three substantial problems. First, the definition of impact, second, measuring and estimating first-round expenditures and avoiding double-counting, third, estimating the correct value of the multiplicator. The economic impact study has become a standard tool used by Western universities to persuade state legislatures of the importance of expenditures on higher education. If this tool is to be used effectively, it must be applied with a methodological rigor that promotes integrity of the process. As economic impact studies become a political tool in the review of education, conservative assumptions and methods should be used to promote objectivity in the research process.
