Quality Management in Higher Education between Desiderate and Reality
The universities have to assure the highest level of quality management, to help teachers and students to acquire the European knowledge. The universities must be encouraged to develop better for the promotion of academic and civic values. However, the reality is often quite different: we find that the phrase "quality management" is understood differently, having different connotations ,depending on the beliefs and values of the institutional managers, but also depending on the financial resources which they have and are willing to spend for an adequate training of all categories of personnel involved in education, with the aim of promoting an effective quality management to enable the acquisition of performance on all plans and to contribute, ultimately, to the development of the society.

The importance of this article is dictated by the necessity to adopt the Bologna standard of higher education including the module system into the frame of Ukrainian university network. The author gives a brief review of the development of the quality concept and appoaches, which have been made to integrate it into the higher education management.

This paper examines the relationship between quality and management in higher education. It considers the nature of management, the meanings ascribed to management and related concepts such as leadership, and the appropriateness of these concepts in the context of higher education. These preliminary considerations provide a basis for considering the connections that may exist between management performance and institutional performance. In addressing these issues, the paper aims to confront such questions as: what part does management play in ensuring high quality institutional performance? to what extent can judgements about management performance be separated from judgements about institutional performance? and so on. This necessitates consideration of how these kinds of performance can be judged, and the paper offers frameworks for analysing judgements of institutional and managerial performance.
Higher Education Quality Management: Evidence from Adrar University

The quality of education seems to be one the biggest challenges that face the educational institutions, in particular the University ones. This issue prompted many of them to adopt total quality management concepts in order to raise the level of teaching and learning and a focus on the quality of its output efficiency. Therefore, this study aims to examine the reality of the comprehensive quality management at the University of Adrar. The opinions of professors and students of Adrar University had been analyzed, and in light of that study, we conclude that there is no comprehensive quality at the level of this university. Contribution/ Originality: The study sheds light on the reality of Total Quality Management in higher education institutions by taking the University of Adrar as an example. It is by this sense, one of the few studies that tackled the issue at an Algerian higher education institution. Therefore, it enriches the existed literature in this domain especially in Algeria on one hand, and paves the way for further investigations on the other.

Total Quality Management is to move the organization to a high-quality level in cooperation with the personnel and managers working in the institution, to develop products or services with the perception of continuous improvement, to reach highly competitive power and to ensure that the institution reaches its goals. The aim of this study is to reveal university students' views on the benefits and applicability of total quality management practices in educational institutions. In the study, it was aimed to present an in-depth view with the case study design, which is one of the qualitative research methods. The working group of the research consists of 15 students studying at Akdeniz University, Faculty of Sport Sciences in the 2019-2020 academic year. A purposeful sampling method was used to reach the volunteers who were thought to be helpful in exploring and explaining the facts and events by conveying their thoughts in detail. A semi-structured interview form was prepared in order to deeply examine and understand university students' views on the benefits of total quality management practices and their applicability in educational institutions and to reveal their experiences and feelings. Individual interviews were completed within three weeks and each took an average of 15-20 minutes. Data obtained from individual interviews were deciphered and transferred to NVIVO 12.0 Qualitative Data Analysis package program, and data analysis was completed. Some important results of the research; Participating students stated that total quality management practices in educational organizations are mostly unsuccessful. This paper was written for the fulfilment of the assignment of Higher Education Management (HEM4220) at the University of Oslo. The paper is a report based on the given case. It clearly deals the issues of the given university which are almost common to all the universities in the world. The issues include: funding issues, research activities and regional engagement of the university.
The Mechanism of Strategic, Political and Process Management of the Quality of University Services

The purpose of this work is to justify the need to develop and implement a mechanism for managing the quality of higher education services, which will solve a number of pressing problems that have arisen at the national level, at the level of the higher education system and the level of individual higher education institutions. Methodology. This study is based on the use of ENQA standards and recommendations, as well as modern general methods and practice of quality management. Results. The functioning of the mechanism for managing the quality of higher education services should be considered at three levels of decision-making (three hierarchically subordinate components of the mechanism), which are as follows: strategic, political and process. It is determined that the management of a higher education institution, like any organization, is carried out at three levels of decision-making: strategic, tactical, and operational. The paper substantiated the content and features of the implementation of the functions of each component of the quality management mechanism. Practical implications. The work determined the components of strategic management of the quality of higher education institutions' services, which include: strategic analysis of the external environment and self-assessment of the educational institution, development of strategic plans, management of the implementation of the higher educational institution strategy. Value/originality. It is determined that the political management of the quality of higher education services includes a broad setting of goals of the higher education institution, which in turn is determined by senior management, set forth in written, formally announced (published) and communicated to all staff and units of the higher education institution. The political goals of the education institution regarding quality are structured by functional and administrative management areas.

Tertiary education is accepted as one of the engines of economic growth at the national level. However, as far as is known, there have been only a few research studies in the literature on efforts to increase the quality level of tertiary education institutions that have both an extensive data set and are based on the context of a developing country. Therefore, this study aims to examine the current situation of quality management efforts in Turkish tertiary education institutions. The data for this study were collected from 672 units of 149 Turkish universities. According to the findings, more than half of the participating organizations did not have any quality management certificate, nor were they making any quality management efforts. Therefore, the findings indicated that there is still a very long and arduous way to be covered by Turkish tertiary education institutions in spite of some important developments.
Assessment of the Quality Management Models in Higher Education

This study involves the assessment of the quality management models in Higher Education by explaining the importance of quality in higher education and by examining the higher education quality assurance system practices in other countries. The qualitative study was carried out with the members of the Higher Education Planning, Evaluation, Accreditation and Coordination Council and Director of Higher Education and External Affairs Unit of the Ministry of National Education. Purposive sampling and snowball/chain sampling was done due to low number. The semi-structured interview form was designed in light of the theoretical framework as the data collection tool. The data was analysed through content analysis. The results of the study showed that higher education authorities are not able to perform their responsibilities with the current bureaucratic structure and major duties fall onto the higher education institutions in terms of quality management.
