This research raises the theme of community involvement in waste management because the role of the community is very important in preserving the environment. This study uses normative research which examines legal principles in government regulations, especially regarding community involvement in waste management. An effort is needed to improve the quality of the environment which is good to care for environmental management which in essence is maintained from environmental pollution and damage. Public awareness in understanding the law is very necessary for preserving the environment. Community involvement in waste management can be in the form of waste reduction and waste handling. Strategy of Local Government in Household Waste Management in Jatinangor District Sumedang Regency West Java Province

This research focuses on determining and analyzing the strategy of Local Government in Household Waste Management, supporting and inhibiting factors of strategy of Local Government in Household Waste Management and efforts to overcome the inhibiting factors of strategy of Local Government in Household Waste Management in Jatinangor District, Sumedang Regency, West Java Province. Research method used was descriptive with qualitative approach and by analyzing data inductively. Data collection techniques used were interview, observation, documentation and triangulation. Analysis technique used was SWOT analysis by determining internal strategic factors to identify strengths and weaknesses, and external strategic factors to identify opportunities and threats as basis to determine objective and formulation of the strategy. SWOT matrix was used to formulate strategic issues and Litmus Test was, then, used to make priority on selected strategies. Based on results of research, it can be concluded that strategy of Local Government in household waste management in Jatinangor District, Sumedang Regency, West Java Province has not been well implemented, as seen by low competence of apparatus, lack of facilities and infrastructures to support the operational activities, lack of promotion of regional regulation on waste management and lack of public participation in household waste management. Deriving from conditions above, 20 strategies were formulated, by developing the SWOT concept and Litmust Test, to be used by Local Government for waste management.

Community Participation in Waste Management in Batununggal Indah Residensial Area, Bandung, Indonesia

Batununggal Indah housing still faces obstacles in waste management due to the low awareness of the community to separate and sort waste. Therefore, this area is the target of implementing waste management assistance carried out by the Bandung City Environment and Sanitation Service (DLHK) in collaboration with the City Government of Kawasaki, Japan. This study aims to evaluate the implementation of the waste management program in Permai and Jelita Clusters by identifying activities, changing community behavior and calculating changes in the amount of waste that is disposed of at the final disposal site. The evaluation results show that the main activity that has been carried out is a social approach in the form of workshops and counseling. Analysis of Factors Influencing Community Behavior in Household Waste Management on LakkangIsland, Indonesia

This research aims to find out the relationship between knowledge, income, social environment, and physical facilities of the community with household waste management behavior on Lakkang Island. The type of research used is analytical observational with a cross-sectional approach. The population in this study were heads/housewives on Lakkang Island. The sample in this research was 110 respondents. The research results indicate that knowledge and the social environment have a significant impact on household waste management behavior in the Lakkang Island community, as evidenced by p-values of 0.000 and 0.011, respectively. In contrast, income and access to physical facilities are factors that do not exert a significant influence on people's behavior in managing household waste, with p-values of 0.333 and 0.449, respectively. Knowledge and social environment are significant factors, while income level and physical facilities are factors that do not have a significant influence on people's behavior in managing household waste. So, there is a need to pay more attention to knowledge, especially regarding household waste management, apart from that, the provision of physical facilities needs to be a concern for the government on Lakkang Island.

Community-based waste management model in DKI Jakarta

The waste management that has been running in Jakarta today, where the majority still use the collect-transport-dump system, has been changed to a waste management approach that integrates the roles of the community, government and the private sector. Waste Management Scenario through Community Based Waste Bank: A Case Study of Kepanjen District, Malang Regency, Indonesia

The population growth in Kepanjen District leads to the waste volume increase. Due to the fact that the landfill in this area is approaching its maximum capacity, the local government needs to find out other alternatives to treat the waste. This article proposes one sort of solutions to prolong the landfill's age through waste minimization involving community participation. Therefore, waste reduction through waste bank has been initiated in Kepanjen District. The primary survey in form of deep interview with related stakeholders has been conducted to gain the data used for community participation analysis. The output of community participation analysis is the level of community participation. The assessment of participation level is used five indicators of participation rate determined by local government. Afterwards, scenario approach is used. The scenario is made based on the level of participation in Kepanjen District. The result showed that Kepanjen District has three kind of participation rate which are low, medium, and high participation. Consequently, the scenarios proposed are pessimist scenario, fair scenario, and optimist scenario for low, medium, and high participation respectively. Pessimist scenario focuses on avoiding the community to do open burning causing air pollution and health injury. Meanwhile, the fair scenario starts to introduce the institution to the community to conduct the capacity building of the community in waste separation. Study of Household Scale Waste Management in Batu City, Indonesia Implementation of Batu Mayor's Regulation on Household Waste Management Policy

The problem of waste, especially at the household scale, is no longer a new phenomenon in urban areas and is not a problem that can be underestimated, but trash has become a fairly complex problem that requires difficult handling. This is due to the breakneck pace of development, which will significantly affect the condition of environmental cleanliness. When viewed from a health point of view, waste management efforts are significant because cleanliness is one of the elements necessary for the maintenance and improvement of public health status, which ultimately affects the community's quality of life. The purpose of this study is to describe and analyze the implementation of household-scale waste management policies concerning Regional Policies and Strategies for the Management of Household Waste and Household Waste Similar to Household Waste carried out by the Batu City Environmental Service; To describe and analyze the driving and inhibiting factors for the implementation of householdscale waste management policies carried out by the Batu City Environmental Service. The research method was carried out in observation, interviews, and informal conversations, all of which were sources of qualitative data. The most commonly used data sources are observations, discussions, and documents, sometimes used together individually. The results show that the Batu City Government supports the implementation of household-scale waste management by issuing regulations in mayoral instructions and participating in every household-scale waste management activity. In addition, there is a Standard Operating Procedure in household waste management.

Community Participation-Based Waste Management: Case Study of Polewali Regency, Mandar, West Sulawesi, Indonesia

A questionnaire survey consisting of 399 family heads was conducted at Polewali Mandar residents to evaluate community participation through Social Emotional Skills, Disposition and Motivation (HR). This study also discussed the relationship between HR variables on waste management. The data analyzed showed that the family groups studied had very positive social emotional skills and dispositions to take part in handling and managing waste. However, respondents showed low motivation about various steps in waste management. HR in waste management is influenced by community participation. Furthermore, it was found that there are two variables, namely (1) social emotional skill variable with t count> t table (2.999> 1980) and significance t 0.003 <0.05. and (2) motivation variable t count> t table (2011> 1.980) and significance t 0.045 <0.05. both of these variables have a significant effect on community participation. So the conclusions of this study found that several alternative strategies for waste management based on community participation were providing adequate infrastructure to the community and further improving the promotion of government programs to run well. The program implementation offered in the form of community participation-based training by considering women as one of the main audience groups is highly recommended.

Qualitative study of obstacle to community empowerment in waste management: Community perspective in DKI Jakarta

Even though waste has become a big problem in Jakarta, the efforts to overcome it are still running poorly in reality. Many obstacles make community empowerment in managing waste difficult. Population numbers and increased economic capacity and community production, for example. Besides the problem of urbanization in general, the community’s role in learning and taking the initiative in empowering themselves to avoid the problem of waste is still low. This study uses a qualitative method with theoretical and recent studies review, policy review, and critical analysis of the theory. Barriers to the community’s internal problems and the lack of seriousness of attitude from the government can be seen as a phenomenon that shows obstacles also exist in socializing the values of waste management properly.

Legal Framework of Waste Management in Indonesia

This paper analyzes waste management in DKI Jakarta. It aims to understand the opportunities that the DKI Jakarta government can increase investment by plastic waste management. The recycling business is one of the implementations of the circular economy in Indonesia. However, it will cause some problems without the right sorting process. This research is a doctrinal/normative legal research employing a statutory approach. Data collection involved library research, and the data were then analyzed qualitatively. Legal aspects in waste management in Indonesia refers to three levels, namely national, regional and local. Law enforcement in waste management is also an embodiment of the government and the regional government of DKI Jakarta, which requires producers to provide Temporary Shelter, Temporary Shelter of 3R (Reduce, Recycle, Reuse) and collection equipment for disaggregated waste.
