According to the Universal Declaration of Human Rights, "all human beings are born free and equal in dignity and rights" (art.1). In line with this fundamental principle, the international/European penal policies and, implicitly, the Romanian penal legislation regulate the rights specific to a decent life of prisoners (e.g. the right to medical assistance, treatment and care; the right to clothing, bedding and minimum standards of accommodation; the right to rest etc.).
