Secretariat, and leads the Practice of Innovation Initiative, profiling highly innovative firms and their CEOs. Prior to joining the Government of Canada in 1990, she spent ten years as a university professor teaching and researching in the areas of entrepreneurship and small business management. She has authored (or co-authored) seven books and has over 40 papers published in refereed journals and conference proceedings. She is a Past-President of the International Council for Small Business (ICSB) and the Canadian Council for Small Business and Entrepreneurship (CCSBE); a member of the Entrepreneurship Of The Year Institute; a Fellow of the Price-Babson Fellows Program; a Fellow of the IC 2 Institute of the University of Texas at Austin; and a Wilford White Fellow. Ms. Stevenson is a member of the International Reference Council of the Swedish Foundation for Small Business Research (FSF) and during 2000-01 was a visiting researcher with the Foundation leading an international study of entrepreneurship policy. She holds three degrees from universities in Canada and the UK and lives in Ottawa, Canada. Prof. Anders Lundstrom is Founder and President of The Swedish Foundation for Small Business Research (FSF), with offices in Orebro and Stockholm, Sweden and Brussels. He is responsible for the FSF research programme concerning the effects of small business and entrepreneurship policy programmes and has conducted many studies on the problems and possibilities for SMEs and related policy issues. Rethinking of SMEs and entrepreneurship policies

There is an urgent need a fundamental rethinking of SME and entrepreneurship policies to improve business conditions and access to resources, Also, need a renewed policy and measurement agenda to understand how countries, regions and cities can capitalize on their many diverse small businesses as drivers for inclusive and sustainable growth. We need also looks into how entrepreneurs can ride the waves of digitalization and sustainability as two of the most powerful market influences.
Linking innovation and entrepreneurship policy
Today it is a well-established fact that small- and medium-sized enterprises (SMEs) are important for economic growth and renewal. The ‘carrying out of new combinations’ may, however, have less to do with the size of a firm or organization, instead ‘newness’ in the form of innovation and entrepreneurship has again caught the attention of many academics and policymakers. Even so it is argued in this paper that the two areas of innovation policy and entrepreneurship policy (both relatively recent as distinct policy areas) are seldom integrated and the concept of ‘innovative entrepreneurship policy’ has not yet fully emerged. This paper attempts to make a bridge between and integrate innovation and entrepreneurship policy. The paper presents an overview of innovation and entrepreneurship policies as derivatives of other policy areas, hinting at why it might be problematic to integrate an innovative entrepreneurship policy into existing policy areas. It is argued that public policy promoting innovation and economic growth must also involve instruments promoting entrepreneurship. Since this task is not easily accomplished, the concept of an Innovative entrepreneurship policy is also introduced in the discussion. It is argued that policies in favor of ‘innovative’ entrepreneurship should be considered in the context of a ‘holistic’ entrepreneurship policy framework. For innovative entrepreneurship to be able to fully contribute to economic growth and development it is suggested that its importance will need to be further acknowledged in innovation as well as entrepreneurship policies.

This study aims to elaborate on the meanings of policy entrepreneurs and through the conceptualisation analysing implementation of local municipal contact centres -a Swedish local e-governmental initiative. The paper builds on qualitative case studies including interviews, observations and document analysis, all analysed through the perspective of policy entrepreneurs. Local policies are implemented in relation to local cultures, norms and economic structures. The networked governance structure demands entrepreneurial actors to combine resources and interests into a change. Here we identified both theoretically and practical, two types of such entrepreneurial actors. The issue entrepreneur focuses on the issue as such and focuses on the solution to a single problem. The political entrepreneur, on the other hand, focuses on core values and long term structural changes. The emerging networked governance structure asks for improved knowledge on policy entrepreneurship both for analytical and practical improvements. The findings may provide useful information for municipal e-government planning specifically when planning for implementing contact centres. The study enriches the existing literature on policy entrepreneurs in networks expanding the roles to include also local e-government contexts.
Modern Policy for the Entrepreneurial Economy: Theoretical Considerations
This article aims at defining the scope and conceptual instruments of the new policy to promote entrepreneurship under the conditions of the paradigm of entrepreneurial economy with particular emphasis on supporting high growth small and medium-sized enterprises (HGSMEs). The article stresses the relationship between SME policy and enterprise or entrepreneurship policy and innovation policy. The article also identifies contemporary instruments to support entrepreneurship in the entrepreneurial economy. The study uses the analysis and critique of literature.
