Illuminating divergence in perceptions in natural resource management: A case for the investigation of the heterogeneity in mental models

Much research has been dedicated to map mental models of natural resources to aid effective management of the natural resource. The variety of approaches result in a variety of outputs, but most research in this domain reports mental models that have been aggregated across participants. This results in a misrepresentation of mental models as it overlooks valuable variance in understanding between individuals that could be key in effective decision-making. This paper illustrates such variance in mental models through a case study that explored mental models of the Nile perch fisheries at Lake Victoria. This case study suggests that divergence in mental model present a barrier to effective management of the fisheries. Hence, this paper proposes avenues to further investigate and report the heterogeneity of mental models between and within individuals. Such research uncovers divergence in understanding, which can be addressed to aid decision-making in natural resource management.

Modeling the integration of stakeholder knowledge in social–ecological decision-making: Benefits and limitations to knowledge diversity

Integrating stakeholder knowledge into natural resource governance is considered to add flexibility to social-ecological systems (SES) because knowledge diversity reduces rigidity, represents multiple perspectives, and promotes adaptability in decision-making. Characterizing the differences between knowledge systems, however, is not easily accomplished. There are few metrics readily available to compare one knowledge system to another. This paper characterizes knowledge about a model SES, the summer flounder fishery in the mid-Atlantic, to evaluate differences and similarities in the structural and functional characteristics of stakeholder mental models. To measure these differences, we collected Fuzzy-Logic Cognitive Maps (FCM) from several stakeholder groups (managers, scientists, harvesters, pre and post harvest sectors, and environmental NGOs) which comprise social agents within the SES. We then compared stakeholder groups' maps using graph theory indices to characterize the structure and function of the model system. We then combined stakeholder FCM to generate a community map which represents a theoretical model of the combination of stakeholder knowledge. Our study indicates that while there may be benefits to integrating knowledge in resource decision-making, it also has costs associated with it. Although integrating knowledge may increase structural knowledge, it may also decrease precision in understanding of how a system functions and be overly focused on driving components which would reduce the ability of decision-makers to predict system reaction to a decision or policy plan.

A framework for mapping and comparing behavioural theories in models of social-ecological systems

Formal models are commonly used in natural resource management (NRM) to study human-environment interactions and inform policy making. In the majority of applications, human behaviour is represented by the rational actor model despite growing empirical evidence of its shortcomings in NRM contexts. While the importance of accounting for the complexity of human behaviour is increasingly recognized, its integration into formal models remains a major challenge. The challenges are multiple: i) there exist many theories scattered across the social sciences, ii) most theories cover only a certain aspect of decision-making, iii) they vary in their degree of formalization, iv) causal mechanisms are often not specified. We provide a framework-MoHuB (Modelling Human Behavior)-to facilitate a broader inclusion of theories on human decision-making in formal NRM models. It serves as a tool and common language to describe, compare and communicate alternative theories. In doing so, we not only enhance understanding of commonalities and differences between theories, but take a first step towards tackling the challenges mentioned above. This approach may enable modellers to find and formalize relevant theories, and be more explicit and inclusive about theories of human decision making in the analysis of socialecological systems.

Conservation practice requires an understanding of complex social-ecological processes of a system and the different meanings and values that people attach to them. Mental models research offers a suite of methods that can be used to reveal these understandings and how they might affect conservation outcomes. Mental models are representations in people's minds of how parts of the world work. We seek to demonstrate their value to conservation and assist practitioners and researchers in navigating the choices of methods available to elicit them. We begin by explaining some of the dominant applications of mental models in conservation: revealing individual assumptions about a system, developing a stakeholder-based model of the system, and creating a shared pathway to conservation. We then provide a framework to "walk through" the stepwise decisions in mental models research, with a focus on diagrambased methods. Finally, we discuss some of the limitations of mental models research and application that are important to consider. This work extends the use of mental models research in improving our ability to understand social-ecological systems, creating a powerful set of tools to inform and shape conservation initiatives.

Understanding People's Ideas on Natural Resource Management: Research on Social Representations of Nature - A Buijs , T Hovardas , H Figari, PCastro , P Devine-Wright , A Fischer , C Mouro e & S Selge

Ongoing fragmentation between social groups on the appropriate targets and relevant actors for nature conservation signals the need for further advancements in theorizing about the human–nature interaction. Through a focus on the complexity of social thought and confrontations between social groups, the theory of social representations may provide a useful addition to conventional approaches. However, environmental issues have so far not been among the primary topics studied by social representation scholars. This article sets out to fill this gap. After an introduction to the theory, we report on three case studies that illustrate the use of this theory in the context of natural resource management. These studies show how groups negotiate meanings, intentions, and action related to complex issues such as wolf management, invasive species, and conflicts over protected forests, landscapes, and national parks. We discuss strengths and weaknesses of the approach and suggest future challenges and opportunities.

Using mental models in the analysis of human–wildlife conflict from the perspective of a social–ecological system in Namibia

Human-wildlife conflicts occur within the context of a complex social-ecological system influenced by a wide variety of social, economic and political forces. Management responses to human-wildlife conflict are based on certain assumptions and perceptions that form the mental models of this system. Understanding these mental models provides opportunity for various stakeholders to engage management staff based on shared components and direct attention to areas of disagreement, and involve organizations that are normally considered to be outside the domain of human-wildlife conflict. Mind mapping was used in this study to identify mental models that people hold about human-wildlife conflict in Namibia, a country that has seen rapid increases in conflict, and to describe the principal factors and variables leading to such conflict. The results indicate that mind mapping is a useful tool for uncovering mental models of conflict and can reveal significant variables in reduction of conflict such as land-use planning and livelihood enhancement.

Embedding co-management: Community-based Fisheries Regimes in Lake Victoria, Tanzania

This paper discusses fisheries management reforms through involving local level institutions (LLFI). It is based on studies which were undertaken on Tanzania's Lake Victoria fishery where LLFIs were established through the formation of Local enforcement Units, later named Beach Management Units (BMU), between 1998 and 2002. The paper takes the view that the overfishing problems that confront Tanzania's fisheries management authorities are best understood from a social science perspective. The argument is that most communities' values and institutions are embedded in their societies. The same is however, not true for externally originated management tools and systems as is the case with BMUs. This paper shows that the BMUs established between 1998 and 2002, were not sufficiently grounded in their socio-cultural environment and this led them to be unsustainable and ineffective. The paper demonstrates that this mismatch by examining the different historical and social contexts in which livelihoods such as fishing emerged and was carried out. These social contexts generated social values that explain the individual behaviour of community members. It is such values that communities always strive to maintain in any activity including fishing. Thus, when confronted with situations that threaten these values, communities strategize or negotiate ways to cope. The coping strategies of two communities riparian to the lake are discussed. The paper therefore proposes a framework for making these units 'fit' local conditions in order to make them effective and sustainable so as to reform fisheries management.
