In this paper, data are used to show that countries with high record of publications and patents are either developed or those countries that are strongly developing. Mastery of existing scientific knowledge and intensification of engineering and scientific research emerge as the two important ingredients that are necessary for industrial development. Current trends in research show inklings of research growth in SubSaharan Africa. However, the limited growth in research at an advanced level is presently a critical barrier and a major challenge.

Role and Nature of Research in Development

Research and development are two but inseparable aspects that have to be taken into consideration for any country´s development agenda to be successful. However, in many less developed countries, the uptake of research in development policy formulation and implementation is inadequate. This paper discusses some of the factors underlying the failure of research to influence policy formulation and implementation in these countries. Starting with a brief discussion of the common paradigmatic and epistemological traditions in research, the paper discusses the challenges involved in development research. Thereafter, it makes a case for a mixed methods approach that is deliberately linked to felt development needs.
The conceptual structure of research utilization

Despite the fact that the nursing literature is replete with calls to make the practice of nursing research based, little is known about the structure and function of research utilization. The purpose of this study was to explore the conceptual structure of research utilization. Data were collected from a randomly selected sample of 600 registered nurses practicing in western Canada. Using the techniques of structural equation modeling (with LISREL), competing models representing conceptual structures of research utilization were developed and evaluated. In the first model, a simplex style of model, the investigator proposed that a nurse's early responses would influence subsequent responses to the question measuring research utilization, implying a time ordered causal sequence. In the second style of model, a common cause (or factor-like) model, the investigator proposed a stable underlying concept, research utilization, that was relatively insensitive to prompting and time ordering. The simplex style of model failed to reach acceptable indices of fit. The common cause model fit the data well, suggesting that instrumental, conceptual, and persuasive research utilization exist and that a global measure of research utilization may be defensible. The great contemporary organizational challenge for enterprises is to create a conceptual and methodological framework allows the management of knowledge by means of networks designed for social interaction. This statement is based on the premise that the competitive drive and sustainable success of the company depend on the introduction of new forms of production innovative processes, which can only be ensured through integrated approaches to knowledge management and the incorporation information technologies (IT). This is a reality that has already been accepted by the Brazilian Agricultural Research Corporation (Embrapa, its acronym in Portuguese), a Brazilian research, development, and innovation (RD&I) institution supporting agricultural sector. For some years now, Embrapa has been incorporating what it has learned about knowledge management into its strategic planning process. In this paper, we present a new approach to managing knowledge and information, and we analyze the need for research institutions to administer the knowledge they produce through an RD&I management model based multi-and inter-disciplinary teams, and multi-institutional research networks.

This study is an examination of the level of Higher Education (HE) research and utilization of research finding as an essential function of colleges and universities generally, with a view of research in the two higher education institutions. It utilized mainly literature review and a qualitative inquiry technique where higher education lecturers were interviewed to ascertain the major constraints contributing to the discrepancy between research function of the university/college and the utilization of research findings. Funding, lecturers work overload, lack of trust in quality of HE research, lack of knowledge transfer settings have been identified as the major constraints'. Research reports are stored in library without dissemination and it is also observed that there are no sections reserved for research abstracts nor are research findings disseminated in usable forms in most of the universities and colleges. Findings also reveal that policy makers or other constituents do not utilize research results for public accountability and management decisions. It is therefore recommended that HE develop a strategic and balanced approach that manifest authentic professional responsibility for utilization settings for research findings in public sector, and private sectors for improvement of standards, for innovations and management decision and even at classroom level.
