Integration of Public Transport in Polish and Eu Documents and Examples of Solutions for Integration of Public Transport in Poland and in the World

Transport Problems, 2011

Summary. The article presents the problems and the importance of integration of public transport on the basis of Polish and EU documents relating to public transport, as well as gives examples of solutions that integrate urban public transport in Poland and worldwide. Public transport is a special kind of transport designed for fulfilling needs of city (communal) in range of urban and suburban transport of inhabitants. The main task of public transport is to enable the mobility of people with retaining the same conditions which are given by passengers. Issues concerning the public transport development (improvement in quality of public transport services in the all necessity and essence of its integration) are bringing up in many important Polish documents (e.g. State Transport Policy) and EU (e.g. White Paper, Green Paper). An example concern the solution of urban public transport integration in the country and world can be quoted of some solutions: implementation of the uniform ta...

Assessment of the road and railway infrastructure and means of public transport by the aspect of the survey in the selected area of Poland

IOP Conference Series: Materials Science and Engineering, 2019

The current socioeconomic conditions of some developed and developing countries are not favorable for the development of the public mass transport services. Most of the residents of large and medium-sized cities, but also smaller towns, use their own passenger car on mandatory trips. This phenomenon perfectly reflects the constantly growing of motorization index in such countries. The consequence of this is, of course, the decreasing number of passengers carried by means of public mass transport, in particular operating outside of large urbanized areas. This causes and unfortunately will cause not only further problems of automotive congestion on the transport networks of urban areas, reduction of the road safety level, but also adverse environmental effects in the form of pollution. The authors of the article analyzed the results of transport surveys, which were carried out in recent years among the public transport passengers. The surveys concerned the assessments and postulates and expectations of passengers. The research was carried out in one of the typical in terms of socioeconomic conditions of Polish voivodships (a country dynamically developing in the passenger transport sector, in terms of both mobility, as well as the quantitative and qualitative status of transport means and transport infrastructure). The voivodship subjected to such analysis was the Kuyavian-Pomeranian Voivodship, located in the central part of Poland. The respondents were asked to speak on topics related to, among others, transport infrastructure, means of transport, access to services of public transport systems, comfort and safety of traveling. The analysis also included assessments and postulates related to tariff systems, travel information systems, and transport integration systems-functioning in the voivodship. The results of the research were analyzed by the rail passenger transport and bus passenger transport as part of the voivodship public transport system. In the majority of cases, passengers' assessments were not satisfactory. The most frequently issued evaluations fluctuated only around the average (on a scale from 1 to 10). The authors have thoroughly analyzed the results of the transport survey, confronting the results obtained and trying to find out their causes depending on the characteristics of the area under analysis.

Urban public transport as a tool of sustainable mobility policy – the example of Poland

Ekonomia Międzynarodowa

The assumptions and goals of sustainable urban mob ility are defined in global and national documents, for example, the United Nations 2030 Agenda and in the Transport Policy of the State of Poland for 2006–2025. Achieving these goals is a long process. Tools and actions have been identified that play a fundamental role in achieving sustainable mobility, and various methods of measuring the effectiveness of these activities have been presented and compared. The article presents the following research hypotheses: achieving the goals of sustainable mobility through the development of the public transport offer requires the use of modern management methods, it is necessary to identify the main attributes of public transport that determine the use of this type of transport and to finance those elements of the transport offer that correspond to these attributes. The aim of the article is to assess the role of public transport as an element of sustainable mobility and to explain the reaso...

Integrative transport policy - theory and practice

Transportation Overview - Przeglad Komunikacyjny, 2020

The availability of transport services is one of the basic conditions for meeting the living needs and socio-economic activity of the population. The lack of access to such services is called a communication exclusion. Analyzes indicate that in Poland, both the number and the length of bus lines, mainly regional bus lines, are systematically decreasing. There is also little interest of local government units in building a common public transport offer. At the same time, the automotive index is rising. An important condition for shaping an integrated public transport network is cooperation: cooperation of various authorities at different levels, cooperation of authorities with carriers, cooperation with residents, enabling them to obtain their opinions. An important role can and should be played by non- governmental organizations that exist and operate in many places in Poland, pointing to the desired and expected solutions in the area of transport, e.g. the course of bicycle routes ...

Train and Bus Commuting in Polish Metropolitan Areas: Complementary or Separate Services?

2016

The aim of this study is to spatially examine a contemporary role of a passenger train service versus a bus service in commuting from the suburbs of ten Polish metropolitan areas. The authors have sought to verify where these two public transport services operate complementarily – in multimodal chains, and where each mode works separately. Specific socio-economic conditions, that had shaped the urban structures of Central and Eastern European countries including Poland, were affecting the contemporary role of public transport and commuting patterns which are different from those observed in Western Europe. Although urban areas have been researched many times by Polish transport geographers, there is a lack of comparative elaborations discussing the aspects of train and bus commuting for all the biggest metropolitan areas together in one study. This paper has been written on the basis of the research project Multimodal accessibility by public transport at the gmina level in Poland, t...

Comparative analysis of the accessibility and connectivity of public transport in the city districts of Krakow

Prace Komisji Geografii Komunikacji PTG, 2020

A properly functioning public transport is one of the most important components of urban mobility for the population. Due to spatial inhomogeneity and overall socio-economic differences within a city, there are often considerable disproportions in the quality of transport services within its districts. Also, the city of Krakow is no exception in this case. For a comparison of public transport accessibility in 18 Krakow districts, 7 major quantitative and 5 minor indicators were created. These indicators include the most important characteristics of transport services such as accessibility, frequency, connectivity of connections, and ratios of tram public transport subsystem. The resulting values give a fairly comprehensive picture of the quality of the transport services. Overall higher values for most indicators occur in the central districts of the city. However, due to the complexity of the observed characteristics, it is possible to discover significant differences in the struct...

Development of public passenger transport - the role and place of public passenger transport in metropolitan areas

2018

The study concludes governance models of metropolitan areas is that whatever solution is adopted, depending on the specific national or regional problems facing will be necessary authority or agency with the capacity planning (spatial) control, revision , preservation and application of metropolitan strategy. The metropolitan area must have the professional resources strategic planning in the medium and long term policy analysis at the metropolitan level, correlate and establish balance between sectorial interests and those of the metropolitan area. With the advent of the automobile and the transition to mass production of various auto brands were developed in parallel and road transport networks, linking the large urban areas. Populated urban centers, rural areas and are directly affected by the exponential growth of population mobility and more striking movement of goods. Road traffic is orderly movement of vehicles and people, focusing on areas of land specially arranged for this...

Transport Accessibility of Warsaw: A Case Study

Sustainability

In this study, we detected which means of transportation is beneficial from a travel time perspective in specific districts of Warsaw, Poland. To achieve this goal, we proposed a framework to perform a spatial analysis to describe the as-is situation in the city (the state that the situation is in at the present time). The framework contains the following elements: attractiveness analysis, travel time and speed analysis, and potential accessibility analysis. The relationship between the averaged nominal travel speed and the number of residents was also investigated. We used data from a journey planner, as well as land use and population statistics, and employed descriptive analytics. The results are presented as maps of travel times, travel speed, and potential accessibility, as well as scatter plots of dependencies between travel speed and number of residents. Unfortunately, public transportation ranks behind car and bike transport in terms of travel time, speed, and potential acce...

Public transportation accessibility in the Katowice conurbation, Poland

Environmental & Socio-economic Studies, 2013

The article is devoted to the issue of accessibility of public transportation in the area of the Katowice conurbation. The scope of the research was local mass transit, that is tram, trolleybus and bus transportation. The research area, was established on the basis of the shape created by the transport network, and included 48 communities located in the central part of the Silesian voivodeship. In its model depiction, public transportation accessibility was treated as one of three interconnecting aspects, along with the infrastructural development and the offer level. In research on spatial accessibility, the method of model equidistances that replace the isochrones of distance to a stop was applied. The best accessibility to this service was observed in Siemianowice Śląskie, while the worst was in the community of Wielowieś. The research results have revealed significant discrepancies between public transportation accessibility itself, and the level offered. Research on the time of transit to the centre was performed with the use of an indicator constructed with the help of the point and rank method and this showed that the best accessibility to the centre was observed in Chorzów. The research on the time of transit between community centres was performed for all the communities with the use of direct connections and transfers. The shortest average time of transit was characteristic for Katowice, whereas the longest was in the community of Pilchowice. The research on transportation connections of public transportation completed the picture of accessibility. A measure of these connections was established as an average total number of inter-community connections for all days of the week. Katowice was characteristic of the best spatially developed network of connections whereas the most developed connections were observed between Katowice and Chorzów. The comparison of public transportation accessibility in the system of communities was performed with the quality classification method, on the basis of four previously characterized meters. According to the synthetic indicator, the best accessibility was in Katowice and the worst in the rural community of Bobrowniki. The results of the conducted research have confirmed the presence of dependence between accessibility and population density -the higher the population, the better the accessibility. They also indicate that in the research on accessibility, the role of time is not to be neglected -the research area being an example, where despite the transportation network covering a territory of almost 3 thousand km², the real possibilities for moving are much lower due to the time of transit.
