The Albanian Legal Framework on the Parents’ Involvement in Schools

It is widely accepted that parents' involvement in the school plays a positive role in the students' results and their development. The concrete reality offers various perspectives. Whereever the school-family partnership is institutionalized and is considered to be important there is evidence of positive results, whereas there are many other cases in which this partnership does not function.The aim of this study is to analyze throughout the years, the Albanian legal framework regarding parents' involvement, its influence in fulfilling the school-family partnership and the teachers' evaluation of it.

Parents and Teachers’ Involvement in Designing Educational Programmes within the Albanian Curricula of Pre-university Education: Their Perceptions in this Context

The purpose of this study is to analyse the legislative measures and their implementation regarding the participation of children, parents and teachers in creating an educational program in pre -university education system, as a need for better involvement in school of all the actors, as well as the need for the children’s wellbeing. In addition, the study aims to bring parents’ and teachers’ views on the obstacles they face when they try to collaborate and participate in school life and in designing an educational program. Qualitative methods are used to achieve the aim of this study. Engaging of Albanian Parents in Education During the Passage of Students from One Class to Another

The purpose of this study is the identification of changes of parental involvement in school life through the years of schooling of their children. The study is based on analysis of the findings of a survey conducted with 300 parents of students in pre-university education in one of the districts of Albania. Through these findings is intended to highlight not only the performance of the engagement, but above all to highlight, the necessity of building programs of cooperation teacher-parent in order that school, in their work, to utilize an important resource for children's success: commitment of parents.

Albanian Education Issues in the Eye of the Reforms, Priority Development for New Perspectives

Education is one of the most important fields of each company and each system. Through education societies and nations transmit their members knowledge, culture, heritage, values by which society moves forward. Education is also one of the areas that leads not only society, but also strongly influenced by its social changes. The fact that education systems are in permanent change, not shows instability, on the contrary, they serve to better adapt to changes in society. As has happened in our school system, frequent changes made these last 20 years have shown that education is trying to adapt to beat the social changes in our country, but also global. These changes are not being studied and being made in a much less favorable ground conditions in which our educational system was, and from an extreme politicization, not always given adequate fruit and are often perceived by us as experiments. Experimentation in education is not a bad thing, but when the experiment goes spatial and temporal boundaries, then it becomes harmful and negative affects. Recent reforms in education and the debates that have accompanied attest to a growing public awareness of the problems of education and school. These problems seem to belong to the whole society and not just a part of it. Given that the intensity of the reforms has been great, and the time of their commission, relatively short, are noticed and emerge more problems. In this state, which is education in Albania needs a radical reform which should be declared a national priority. What is the concrete solution? I think it is important develop a strategy for a modern education and who have integrated view:

EDUCATION SYSTEM IN ALBANIA AMONG CHANGES AND REFORMS

Education in Albania, as an important sector of the national development, aims to equip the future Albanian citizens with the necessary knowledge, skills and abilities in order to educate and commit them to achieve the country's economic and socio-cultural development. After the 90's the Albanian economic and social situation have significantly influenced the education and reforms. Despite the political changes, education imposed profound changes in curricula or other components. Emerging from highly politicized curricula, the reform has set new principles and modern requirements. Other issues that constitute the reforms, includes the development of preschool education, reduction of illiteracy, avoiding the phenomenon of school abandonment, improving schools infrastructure, increasing the teachers professionalism, providing free textbooks, modernization of teaching methods, establishing evaluation standards. This paper will highlight the main problems based on the substantial education methods on international and national levels and the impact of reforms implementation in education system. We worry about what a child will be tomorrow, yet we forget that he is someone today. – Stacia Tauscher

Reforms and legislation in the field of education in Albania, October 1921- February 1924

The article aims to analyse the policies, issues, and priorities of the Ministry of Education in the Albanian state from October 1921 to February 1924. The analysis is based on the documentation of this institution found in the Central Archive of the Albanian State. The method used is primarily content-based text analysis. The documentation found was catalogued based on the topic addressed to create a map of the education priorities. During this period, two important laws were introduced to regulate the education system. Statistical summaries were also included to provide an overview of the status of teachers and the number, age, and gender of children attending schools. From the conclusions, it was found that despite short-lived governments and the challenges faced by a troubled and poor society, efforts were made to strengthen and improve the education system throughout the country. There are efforts to improve the quality of education by equalizing the school system in rural areas with that in urban areas, improving the curriculum and quality of instruction, encouraging the pursuit of education at a younger age, as is the initiative to open kindergartens, creating more opportunities, and drafting laws for education. Modernization of the system was also prioritized.

Institutional Involvement of Parents in School Management, Brings the Albanian School Closer and Faster with the European Ones

In developed countries there are identified some models of school-based management, especially related to the decisionmaking processes, based on the role that different actors have in it. This defines also the level of decentralization and school autonomy. In the framework of the decentralization reform in education area, even in Albania there are made positive steps towards transfer the authority into school level. The new law of pre-education system has created more opportunities especially for institutionalized involvement of parents in school management. Institutionalized involvement of parents in "school-based management", despite the progressive steps that have been made in Albania, still faces critical challenges to be functional. The focus of our research is identification of these challenges and barriers that parents face, recommending more legal opportunities, further support for parental capacity building, several means and mechanisms, for a real and effective role of parents in school management.This paper has been written based in surveys, interviews and focus groups discussions, developed in five urban schools and in four rural schools. The research showed that not all parents' rights in school have been considered; showed that even legal spaces are not fully applied, that institutions/organizations that represent parents' voice in school do not function properly etc.In order to address these issues this paper emphasis the need for more legal improvements, parental capacity building initiatives and also institutional strengthening of school-based parental structures.
