Economic Development of Russian Regions on the Basis of Innovative Clusters

The basic indicators of science development at the regional level are allocated; results of scientific development of the Volga federal district are presented. The key indicators of innovative activity development as a basis of strategic development of territories are systematized. Priority directions of clustering of economic space of the Russian regions are defined. The formation of the following clusters on the territory of the Republic is substantiated: innovative cluster of forest management, forest processing and reforestation; innovative agro biotechnological cluster; innovative cluster of instrument-making; electronics and information technologies.

Identification of Territorial Industrial Clusters of Russian Economy in View of Their Involvment into the Development of the State Innovation Policy

The article is devoted to the important role of clusters in the innovative development of the economy. The article reviews the particularities and regulatory support of the modern clustering policy of the Russian Federation. The results of the activities of 25 pilot innovative territorial cluster-leaders of the Russian Federation in terms of investment potential in 2012-2018 were estimated in the article. The original method of identification of the innovative territorial clusters was suggested in the article, its main advantages being universalism, comprehensiveness and credibility. Using this methodology, the authors of the article identified the territorial industrial clusters and ranged them according to their innovation potential

Integrated Economic and Mathematical Approach to Regulation of Clustering and Innovative Development of Russian Regions

The article discusses the features and contradictions of clustering and innovative development, as well as the integrated approach to regulation of clustering processes at the regional level. The author's approach to the development of an integrated clustering model of the economic space of the Russian regions is to consider innovative clusters as the fundamental segments of innovative economy. Within the framework of the study comprehensive methodology for assessing the innovative potential of regions is considered. The article deals with the analysis of economic, financial, scientific and technological conditions for regulating clustering processes and innovative development on example of the Volga region. The scientific novelty of the work lies in the method of complex analysis of the potential of innovative development of regions. The proposed methodology includes both indicators for assessing the factors of formation of a new innovative economy, and indicators of the effectiveness of innovative development, which form the technological and resource reserve for further economic development of the region. The advantage of using proposed methodology is the possibility of separating for each economic district and interregional cluster the leading regions, which acts as the center of innovative transformation of the economic space of the neighboring regions.

The model of neoclusterization as a theoretical basis of innovative development of the agricultural sector of the Volga region

This article examines the contradictions and the characteristics of clustering and innovative development in the agricultural sector. The author’s approach focused on the development of an integrated clustering model of the Volga Region economic space, considering clusters as the fundamental segments of the agricultural sector. The international experience in coordination of territorial and agricultural cluster development was taken into account, the characteristics of the implementation of the Russian cluster policy are attributed. A set of parameters were collected in order to be able to characterize different approaches to cluster policy, depending on the territorial or sectoral affiliation of the cluster. The general directions of improvement of the cluster policy of the Russian Federation within the framework of the neoclusterization model were taken into consideration.

Regional Clusters as the form of the Territorial Organization of Economy

In this study we investigate the principal factors for regional innovative clusters on the base of regional technology companies. We determine that the priority task of strategic planning of regional innovative system is search and balance between objective, design, process, and environmental characteristics of cluster as a whole and its organizations-participants. The model for growing industrial companies in cluster, taking into account the influence of human capacity is offered.

Multi-level Approach to the Regulation of Clustering and Innovative Development of Russian Regions

The paper discusses the theoretical aspect of the formation of a multi-level model of clustering and innovative development of Russian regions. The purpose of the work is to identify a set of factors that affect the effectiveness and efficiency of these processes to work out an integrated approach in their regulation. Transition of the Russian Federation’s policy to the innovative way of economic and social development is indispensable imperative to ensure its output to a leading position in the modern globalized world. Among the wide range of means, methods, forms, the mechanisms by which it is possible sharp acceleration of the process of formation of an innovative economy in our country, a special place belongs to the cluster approach.
