The aim of the study is to develop a valid and reliable measurement tool to determine the perceptions of university students about their psychological capital. The study, in which quantitative research methods were used, was carried out with 1278 undergraduate students at İnönü University. As a result of the study, "Psychological Capital Perceptions Scale (PCPS)" was developed. The scale consists of 4 subdimensions, including 4 items in the dimension of self-efficacy, 4 items in the dimension of hope, 5 items in the dimension of psychological resilience, and 4 items in the dimension of optimism, and a total of 17 items. As a result of Exploratory Factor Analysis (EFA) conducted with 302 undergraduate students, the Kaiser Mayer Olkin (KMO) value of the scale was found to be .904 and the Bartlett test result was found to be significant. It was determined that 17 items and 4 subdimensions obtained as a result of Varimax rotation explained 58.93% of the total variance. In the second level, Confirmatory Factor Analysis (CFA) conducted with 892 undergraduate students: χ2=463.294, p=.000, sd=115, χ2/sd=4.029, RMSEA=0.058, NFI=0.91, CFI=0.93, GFI=0.94, The resulting structure was confirmed by finding RMR=0.037. The Cronbach Alpha internal consistency coefficient was calculated as ".88" for the whole scale. It can be said that the scale is appropriate to use to determine the psychological capital perceptions of university students.
