Information on the quality of the Nation's water resources is critical to assuring the long-term availability of water that is safe for drinking and recreation and suitable for industry, irrigation, and habitat for fish and wildlife. Population growth and increasing demands for multiple water uses make water availability, now measured in terms of quantity and quality, even more essential to the long-term sustainability of our communities and ecosystems.
Assessment of temporal trends in national groundwater quality networks are rarely published in scientifi c journals. Th is is partly due to the fact that long-term data from these types of networks are uncommon and because many national monitoring networks are not driven by hypotheses that can be easily incorporated into scientifi c research. Th e U.S. Geological Survey (USGS) National Water-Quality Assessment Program (NAWQA) since 1991 has to date (2006) concentrated on occurrence of contaminants because suffi cient data for trend analysis is only just becoming available. Th is paper introduces the fi rst set of trend assessments from NAWQA and provides an assessment of the success of the program. On a national scale, nitrate concentrations in ground water have generally increased from 1988 to 2004, but trends in pesticide concentrations are less apparent. Regionally, the studies showed high nitrate concentrations and frequent pesticide detections are linked to agricultural use of fertilizers and pesticides. Most of these areas showed increases in nitrate concentration within the last decade, and these increases are associated with oxic-geochemical conditions and well-drained soils. Th e current NAWQA plan for collecting data to defi ne trends needs to be constantly reevaluated to determine if the approach fulfi lls the expected outcome. To assist this evaluation, a comparison of NAWQA to other national groundwater quality programs was undertaken. Th e design and spatial extent of each national program depend on many factors, including current and long-term budgets, purpose of the program, size of the country, and diversity of aquifer types. Comparison of NAWQA to nine other national programs shows a great diversity in program designs, but indicates that diff erent approaches can achieve similar and equally important goals.

Information on the quality of the Nation's water resources is of critical interest to the USGS because it is so integrally linked to the long-term availability of water that is clean and safe for drinking and recreation and that is suitable for industry, irrigation, and habitat for fish and wildlife. Escalating population growth and increasing demands for the multiple water uses make water availability, now measured in terms of quantity and quality, even more critical to the long-term sustainability of our communities and ecosystems. The USGS implemented the National Water-Quality Assessment (NAWQA) program to support national, regional, and local information needs and decisions related to water-quality management and policy (http://water.usgs.gov/nawqa). Shaped by and coordinated with ongoing efforts of other Federal, State, and local agencies, the NAWQA program is designed to answer: What is the condition of our Nation's streams and ground water? How are the conditions changing over time? How do natural features and human activities affect the quality of streams and ground water, and where are those effects most pronounced? By combining information on water chemistry, physical characteristics, stream habitat, and aquatic life, the NAWQA program aims to provide sciencebased insights for current and emerging water issues and priorities. NAWQA results can contribute to informed decisions that result in practical and effective water-resource management and strategies that protect and restore water quality. Since 1991, the NAWQA program has implemented interdisciplinary assessments in more than 50 of the Nation's most important river basins and aquifers, referred to as Study Units (http://water.usgs.gov/nawqa/ nawqamap.html). Collectively, these Study Units account for more than 60 percent of the overall water use and population served by public water supply, and are representative of the Nation's major hydrologic landscapes, priority ecological resources, and agricultural, urban, and natural sources of contamination. Each assessment is guided by a nationally consistent study design and methods of sampling and analysis. The assessments thereby build local knowledge about water-quality issues and trends in a particular stream or aquifer while providing an understanding of how and why water quality varies regionally and nationally. The consistent, multi-scale approach helps to determine if certain types of water-quality issues are isolated or pervasive, and allows direct comparisons of how human activities and natural processes affect water quality and ecological health in the Nation's diverse geographic and environmental settings. Comprehensive assessments on pesticides, nutrients, volatile organic compounds, trace metals, and aquatic ecology are developed at the national scale through comparative analysis of the Study-Unit findings (http://water.usgs.gov/nawqa/natsyn.html). The USGS places high value on the communication and dissemination of credible, timely, and relevant science so that the most recent and available knowledge about water resources can be applied in management and policy decisions. We hope this NAWQA publication will provide you the needed insights and information to meet your needs, and thereby foster increased awareness and involvement in the protection and restoration of our Nation's waters. The NAWQA program recognizes that a national assessment by a single program cannot address all waterresource issues of interest. External coordination at all levels is critical for a fully integrated understanding of watersheds and for cost-effective management, regulation, and conservation of our Nation's water resources. One of the great challenges faced by the Nation's water-resources scientists is providing reliable water-quality information to guide the management and protection of our water resources. That challenge is being addressed by Federal, State, Interstate, and local water-resources agencies and by academic institutions. Many of these organizations are collecting water-quality data for a host of purposes, including compliance with permits and water-supply standards; development of remediation plans for specific contamination problems; operational decisions on industrial, wastewater, or water-supply facilities; and research to advance our understanding of water-quality processes. In fact, during the past two decades, tens of billions of dollars have been spent on water-quality data-collection programs. Unfortunately, the utility of these data for present and future regional and national assessments is limited by such factors as the areal extent of the sampling network, the frequency of sample collection, the varied collection and analytical procedures, and the types of water-quality characteristics determined. In order to address this deficiency, the Congress appropriated funds for the U.S. Geological Survey, beginning in 1986, to test and refine concepts for a National Water-Quality Assessment (NAWQA) Program that, if fully implemented, would: 1. Provide a nationally consistent description of water-quality conditions for a large part of the Nation's water resources; 2. Define long-term trends (or lack of trends) in water quality; and 3. Identify, describe, and explain, as possible, the major factors that affect observed water-quality conditions and trends. As presently envisioned, a full-scale NAWQA Program would be accomplished through investigations of a large set of major river basins and aquifer systems that are distributed throughout the Nation and that account for a large percentage of the Nation's population and freshwater use. Each investigation would be conducted by a small team that is familiar with the river basin or aquifer system. Thus, the investigations would take full advantage of the region-specific knowledge of persons in the areas under study. Four surface-water projects and three groundwater projects are being conducted as part of the pilot program to test and refine the assessment methods and to help determine the need for and the feasibility of a full-scale program. An initial activity of each pilot project is to compile, screen, and interpret available data to provide an initial description of water-quality conditions and trends in the study area. The results of this analysis of available data are presented in individual reports for each project. The pilot studies depend heavily on cooperation and information from many Federal, State, Interstate, and local agencies. The assistance and suggestions of all are gratefully acknowledged.

As a society we need to know whether certain types of water-quality problems are isolated or ubiquitous, whether there are significant differences in conditions among regions, whether the conditions are changing over time, and why these conditions change from place to place and over time. The information can be used to help determine the efficacy of existing waterquality policies and to help analysts determine the need for and likely consequences of new policies. To address these needs, the U.S. Congress appropriated funds in 1986 for the USGS to begin a pilot program in seven project areas to develop and refine the National Water-Quality Assessment (NAWQA) Program. In 1991, the USGS began full implementation of the program. The NAWQA Program builds upon an existing base of water-quality studies of the USGS, as well as those of other Federal, State, and local agencies. The objectives of the NAWQA Program are to: Describe current water-quality conditions for a large part of the Nation's freshwater streams, rivers, and aquifers. Describe how water quality is changing over time. Improve understanding of the primary natural and human factors that affect water-quality conditions. This information will help support the development and evaluation of management, regulatory, and monitoring decisions by other Federal, State, and local agencies to protect, use, and enhance water resources. The goals of the NAWQA Program are being achieved through ongoing and proposed investigations of 60 of the Nation's most important river basins and aquifer systems, which are referred to as study units. These study units are distributed throughout the Nation and cover a diversity of hydrogeologic settings. More than two-thirds of the Nation's freshwater use occurs within the 60 study units and more than twothirds of the people served by public water-supply systems live within their boundaries. Groundwater quality in the approximately 2,100 squaremile Southern Sacramento Valley study unit (SSACV) was investigated from March to June 2005 as part of the Statewide Basin Assessment Project of GroundWater Ambient Monitoring and Assessment (GAMA) Program. This study was designed to provide a spatially unbiased assessment of raw groundwater quality within SSACV, as well as a statistically consistent basis for comparing water quality throughout California. Samples were collected from 83 wells in Placer, Sacramento, Solano, Sutter, and Yolo Counties. Sixty-seven of the wells were selected using a randomized grid-based method to provide statistical representation of the study area. Sixteen of the wells were sampled to evaluate changes in water chemistry along groundwater flow paths. Four additional samples were collected at one of the wells to evaluate water-quality changes with depth. The GAMA Statewide Basin Assessment project was developed in response to the GroundWater Quality Monitoring Act of 2001 and is being conducted by the California State Water Resources Control Board (SWRCB) in collaboration with the U.S. Geological Survey (USGS) and the Lawrence Livermore National Laboratory (LLNL). The groundwater samples were analyzed for a large number of man-made organic constituents (volatile organic compounds [VOCs], pesticides and pesticide degradates, pharmaceutical compounds, and wastewater-indicator constituents), constituents of special interest (perchlorate, N-nitrosodimethylamine [NDMA], and 1,2,3-trichloropropane [1,2,3-TCP]), naturally occurring inorganic constituents (nutrients, major and minor ions, and trace elements), radioactive constituents, and microbial indicators. Naturally occurring isotopes (tritium, and carbon-14, and stable isotopes of hydrogen, oxygen, and carbon), and dissolved noble gases also were measured to help identify the source and age of the sampled ground water. Quality-control samples (blanks, replicates, matrix spikes) were collected at ten percent of the wells, and the results for these samples were used to evaluate the quality of the data for the groundwater samples. Assessment of the quality-control data resulted in censoring of less than 0.03 percent of the analyses of groundwater samples. This study did not evaluate the quality of water delivered to consumers; after withdrawal from the ground, water typically is treated, disinfected, and (or) blended with other waters to maintain acceptable water quality. Regulatory thresholds apply to treated water that is served to the consumer, not to raw ground water. However, to provide some context for the results, concentrations of constituents measured in the raw ground water were compared with health-based thresholds established by the U.S. Environmental Protection Agency (USEPA) and California Department of Health Services (CADHS) (Maximum Contaminant Levels [MCLs], notification levels [NLs], or lifetime health advisories [HA-Ls]) and thresholds established for aesthetic concerns (Secondary Maximum Contaminant Levels [SMCLs]). All wells were sampled for organic constituents and selected general water quality parameters; subsets of wells were sampled for inorganic constituents, nutrients, and radioactive constituents. Volatile organic compounds were detected in 49 out of 83 wells sampled and pesticides were detected in 35 out of 82 wells; all detections were below health-based thresholds, with the exception of 1 detection of 1,2,3-trichloropropane above a NL. Of the 43 wells sampled for trace elements, 27 had no detections of a trace element above a health-based threshold and 16 had at least one detection above. Of the 18 trace elements with health-based thresholds, 3 (arsenic, barium, and boron) were detected at concentrations higher an MCL. Of the 43 wells sampled for nitrate, only 1 well had a detection above the MCL. Twenty wells were sampled for radioactive constituents; only 1 (radon-222) was measured at activities higher than the proposed MCL. Radon-222 was detected below the threshold in 7 wells and above the threshold in 13 wells. SMCLs have been established for nine constituents or parameters analyzed in SSACV. Six were measured at levels higher than an SMCL: chloride, iron, manganese, pH, specific conductance, and total dissolved solids. Chloride, iron, manganese, pH, and total dissolved solids were measured in 43 wells: 27 wells had no measurements above a threshold and 16 wells had a measurement above a threshold. Specific conductance was measured in 83 wells.
