Turkey, in addition to its military capacity, foreign policy and economy contributes to international security with its soft power resources such as its history, geography, culture, values and institutions. In this context, reorganizing its gendarmerie and the police, Turkey is transferring its experience to other countries. The hypothesis of this study; in the context of use of soft power, Turkey's foreign policy tool TIKA has many activities developed to ensure law and order in a variety of countries and also TİKA contributes to international security, albeit indirectly. The theoretical approach of the work is the theory of constructivism. Constructivism aims at international rules, norms, institutions, cognitive factors, intellectual elements, social expectations, foreign policy and economic developments. The change in these factors leads to a change in the Turkish foreign policy, and hence in the development programs and aid realized by TIKA. TIKA's activities, in a way, is an indicator that Turkey's foreign policy to implement in the face of global challenges with increased capacity in all areas.
