Spatial Planning at the National Level: Comparison of Legal and Strategic Instruments in a Case Study of Belarus, Ukraine, and Poland

Comparisons of spatial planning systems still require in-depth reflection, especially in Central and Eastern European countries. This article compares national (central) government approaches to spatial planning in Belarus, Ukraine and Poland, answering the following research questions: (1) How are spatial planning issues regulated nationally? Which topics do laws focus on? What values and objectives are laws particularly emphasizing? (2) Are there any central/national strategic documents dealing with spatial planning, and which spatial issues do they address mostly? The article covers two key issues: comparing national approaches to spatial planning systems and comparing spatial planning issues in the three countries. We focus on statutory approaches and those contained in central-level strategic acts. Mind the Gap: Spatial Planning Systems in the Western Balkan Region

Starting in the 1990s, an increasing number of studies and reports have focused on examining the nature and characteristics of spatial planning in Europe. The geographical coverage of these comparative analyses broadened over time, paralleling the progression of EU integration. However, the Western Balkan countries were only vaguely mentioned within such studies, mostly due to their fragmentation and geopolitical instability. This paper analyses and compares spatial planning systems in the Western Balkan Region since the 1990s. More specifically, it presents an overview of the geographical and socioeconomic situation, explores administrative and legal frameworks for spatial planning, analyses spatial planning instruments produced at each territorial level, and addresses future challenges. Through so doing this paper exposes the complexity of the subject and sets a base for further research.

Spatial planning in the US and Poland

The paper presents spatial planning system currently mandatory in Poland, as well as main changes concerning the principles of spatial planning and man- agement in Poland after the system transformation. The work addresses particu- larly the issues of de-centralization of public administration and establishing commune self-governments, socialization of spatial planning, protection of private property and also the obligation to consider appropriate instruments of natural protection in the process of spatial planning and management. The paper presents also the basic principles of spatial planning in the United States of America and points out the similarities and differences between the methods, procedures and as- sumptions of spatial planning systems in both countries. The work presents poten- tial areas of cooperation between both universities comprising sharing knowledge and exchanging experiences in the filed of spatial planning and management.

The author aims at showing how all those phenomena would impact spatial planning. The paper contains short description of the role of spatial approach in the contemporary economy and of the evolution of approaches in spatial planning. A Comparative Study of Different Balkan Spatial Planning Systems the Cases of Bulgaria Croatia Serbia and Albania

The author’s interest in this subject, as well as its general relevance, are provoked by the insufficient research in the field of spatial planning in the Balkan region, and especially concerning the period after the political changes that started in the 90s. To widen the scope of the study, we concentrate on four countries - two of them are EU members; the third one is characterized with high degree of European integration and the other one is lagging behind in terms of socio-economic parameters. The main idea of this article is to offer a theoretical and methodological points for empirical research designed to compare the different notions of territory/space, to scrutinize the diverse planning cultures and to summarize the guiding principles in the legislative framework and main planning documents.

COMPARATIVE ANALYSIS OF ELEMENTS AND MODELS OF IMPLEMENTATION IN LOCAL-LEVEL SPATIAL PLANS IN SERBIA

Implementation of local-level spatial plans is of paramount importance to the development of the local community. This paper aims to demonstrate the importance of and offer further directions for research into the implementation of spatial plans by presenting the results of a study on models of implementation. The paper describes the basic theoretical postulates of a model for implementing spatial plans. A comparative analysis of the application of elements and models of implementation of plans in practice was conducted based on the spatial plans for the local municipalities of Arilje, Lazarevac and Sremska Mitrovica. The analysis includes four models of implementation: the strategy and policy of spatial development; spatial protection; the implementation of planning solutions of a technical nature; and the implementation of rules of use, arrangement and construction of spaces. The main results of the analysis are presented and used to give recommendations for improving the elements and models of implementation. Final deliberations show that models of implementation are generally used in practice and combined in spatial plans. Based on the analysis of how models of implementation are applied in practice, a general conclusion concerning the complex character of the local level of planning is presented and elaborated.
