Reflections on Policies for Women Small and Medium Entrepreneurs: Status, Challenges and Opportunities in Hindu Kush Himalayas and the SAARC Region South Asian Women Development Forum

It has been recognized globally that investing in women-owned SMEs is one of the quickest ways to change the trajectory of a country’s economy. In the developing countries women entrepreneurship are an “untapped source” of economic growth. Recognising this, many countries now focus on designing policies that enable more and stronger start-ups and business growth and provide for capacity-building of women’s entrepreneurial skills, strengthening women’s networks, providing finance and trainings, and so forth. All countries of the HinduKush Himalaya region and South Asia have initiated numerous policies and regulations to support women SMEs, which is improving the prospects of women SMEs. More women are entering business and many women entrepreneurs are taking advantage of the resources and opportunities that are available now, and also breaking glass ceilings. However, constraints and challenges that prevent women SMEs to operate profitably in the market and scale-up still remain. The most glaring constraint is the lack of access to capital and credit. This of courses is linked to women’s lack of property and inheritance rights, which is due to the gender discriminatory socio-cultural norms and practices that still prevail in all the countries. The situation is further compounded by contextual factors such as discriminatory laws and institutions that limit women’s control over assets and property, safety and security concerns, and difficulty in accessing childcare. Furthermore, the policies and regulations to support women SMEs, seems to be benefiting only a small section of women i.e. the urban middle class women, with the vast majority of rural and poorer women left out. Women’s entrepreneurship is not just about entrepreneurship, but is also about, and closely related to, women’s position in society. As long as the gender system and social structure in the society are not transformed, freeing women from discriminatory norms, practices and attitude that make them solely responsible for household and care responsibilities and bind them the private domain, women cannot flourish as entrepreneurs.
