The purpose of this study is to describe influences of the non-governmental organizations on education policies and practices in Republic of Turkey. The study group consists of 13 leading non-governmental organizations. Non-governmental organizations included in the working group were DES, ERG, EĞİTİM-SEN, EĞİTİM-İŞ, EĞİTİM-BİR-SEN, LDT, SETA, TOBB Türkiye Eğitim Meclisi, TED, TÜRK EĞİTİM-SEN, TEGV, TİSK and TÖZOK. Face-to-face interviews were conducted with the representatives of non-governmental organizations by using a four item semistructured interview form developed by the researcher. Interview questions were designed ideas and opinions of non-governmental organization about their influences on educational policies and practices. Interviews were recorded and transcribed. Content analysis technique was used to identify themes and to describe influences of the non-governmental organizations on education policies and practices. Results can be summarized as follows: non-governmental organizations, in general, think that they have limited or partial influences on educational policies. While non-governmental organizations have adopted an approach based on personal and institutional relations in their relations with decision makers in the field of education, in their answers they generally emphasize such approaches based on personal relationships as one-to-one meetings, visits, expressing their thoughts, establishing good relations, advocating their certain policies or principles. Public administrators are expected to be open to communication, participatory and shared decision making, democratic participation, encouraging participation and evidence based policy making. Finally, they stated that in their relations in the field of education, they have a general influence on decision-makers and that they had influences on educational policies and practices in the past.
