WOMEN EMPOWERMENT: HURDLES AND MEASURES

Women Empowerment is the vital instrument to expand women's ability to have resources and to make strategic life choices. Empowerment of women is essentially the process of up liftment of economic, social and political status of women, the traditionally underprivileged ones, in the society. Of prior days' women were not treated equal to men in many ways. They did not have share in the property of their parents, they had no voting rights, and they had no freedom to choose their work or job and so on. Now that we have come out of those dark days of oppression of women, there is a need for strong movement to fight for the rights of women and to ensure that they get all the rights which men have or in other words a movement for the Empowerment of Women. It is the process of guarding them against all forms of violence. Because, to help women is to help society. The purpose of the paper is to discuss some issues of Women Empowerment, to know about the hurdles to achieving women empowerment, needs for Women Empowerment in modern context, to know the role of education in Women Empowerment, measures for ensuring Women Empowerment and some suggestion for achieving equal human rights of women.

Women empowerment refers to increasing the spiritual, political, social, educational, gender or economic strength of individuals and communities of women. Women's empowerment can be defined to promoting women's sense of self-worth, their ability to determine their own choices, and their right to influence social change for themselves and others. It is closely aligned with female empowermenta fundamental human right that's also key to achieving a more peaceful, prosperous world. In western countries, female empowerment is often associated with special phases of the women's rights movement in history. This movement tends to be split into three waves, the first beginning in the 19 th and early 20 th century where suffrage was a key feature. The second wave of the 1960s included the sexual revolution and the role of women in society. Third wave feminism is often seen a beginning in 1960s. Women's empowerment and promoting women's rights have emerged as a part of a major global movement and is continuing to break new ground in recent years. Days like International Women's Empowerment Day are also gaining momentum. But despite a great deal of progress, women and girls continue to face discrimination and violence in every part of the world. Women's empowerment in India is heavily dependent on many different variables that include geographical location (urban / rural) educational status social status (caste and class) and age. Policies on Women's empowerment exist at the national, state and local levels in many sectors, including health, education, economic opportunities, gender based violence and political participation. However there are significant gap between policy advancements and actual practice at the community level.

Concept and Types of Women Empowerment

Global empowerment of women is a new concept. Since the second half of the twentieth century, the issue of women's empowerment has gained importance among scholars of universities, and in national and international platforms. But the concept was not deeply ingrained into the governments' policies and programs until the declaration of the 'Women's Decade' in 1975. Though the Indian Government endowed franchise to all its citizens irrespective of caste, creed, sex, and color immediately after Independence, it was confined mainly in papers while the majority of women were essentially powerless until the last decade of previous century. Considering their low socioeconomic position, scholars, bureaucrats, and governments have begun to pay considerable attention in empowering women. Because of India's feudal society, the pace of advancement of women remains tardy. This article addresses the challenges and realities of this situation. It calls for government, political decision makers, NGOs, and other actors to come forward to ensure women's all round development for making India a developed country.

Revisiting Women Empowerment in Modern Era

The growth and development of human societies has been diversely analysed across the globe. The distribution and existence of human races and the progress made thereof has put both the genders on the centre stage, where, on one hand men have been shown responsible for major part of development and on the other women as deprived and neglected. This inequality between men and women is probably a most disturbing aspect of many modern societies, though gender inequity is a global phenomenon yet, it is more prominent in developing countries and countries having nondemocratic governments.
