The effectiveness of the functioning of the state’s monetary system and the implementation of targeted economic policies with the help of the financial management mechanism depends on the organization of the management of the state’s funds. The study aims to find effective digitalization tools to improve public administration in the financial sector. To achieve the goal, the authors analyzed which countries are the most advanced in the use of digitalization tools in the public administration system, identified the most effective tools in terms of the feasibility of their implementation, and developed recommendations for improving the digitalization of the public administration system in the field of finance. Challenges to Financial Management and Control in the Public Administration of Serbia

Sound and efficient public administration is a foundation for the functioning of the state, as it contributes to its ability to ensure high quality public services while strengthening competitiveness and progress. This means that a sound public administration is characterized by reliability, accountability and transparency, as well as the level of technical and organizational capacities that ensures financial sustainability and standardized service. The aim of this paper is to present the findings of a research conducted in spring 2017 involving executive officials in the public administration of Serbia. The purpose of the research was to map the existing capacities of the Serbian public administration, in order to lay the groundwork for the strengthening of those capacities in the period ahead and for reaching the SIGMA principles of public administration applied among EU member states, especially in financial management segment. The findings of the research presented in this paper are part of the primary research findings collected within ERASMUS+ project conducted on the sample of 240 examinees. The authors of this paper participated in the project implementation.

Bearing in mind the legislation that sets out the principles of sound financial management, a good understanding of the internal control mechanisms and how they work in practice is necessary. The established level of financial management and control among users of public funds is of unequal quality and has not sufficiently contributed to reducing weaknesses in internal control and raising management responsibility to the optimum level. In order to implement modern management concepts, public companies have to have large access to internal control mechanisms or "tools" to assist in management.Integrated management systems with their modern process approach in business organization and comprehensive and fast processing of information on business changes can significantly contribute to the quality of business control. Research on this issue is based on the fact that the introduction of control standards increases the orderliness and documentation of the system, which significantly contributes to the control of business processes. The aim of this paper is to show that the mutual interdependence of integrated management systems through the overall organization structure with the system of financial management and control, as their final outcome, ensure financial integrity and compliance with policies and procedures and promote effective management processes.

We live times where modernization and electronic communication is the unique key to simplifying our daily lives. The electronization of public administration is important for all states and should be one of the priorities. It turned out mainly in the time of COVID-19 pandemic. This article will therefore focus on defining the development digitalization of public administration in the Czech Republic and describing its possible development in the future, especially of digitalization of tax administration in the Czech Republic. This article also aims to summarize state of public administration in selected member states of European Union. Based on that a comparison, the authors will evaluate how the Czech Republic is doing in comparison with the selected countries.
Digitalization of Romanian Public Administration: A Panel Data Analysis at Regional Level

Digital transformation of public administration creates opportunities for transparency, accountability, efficiency, and better tax collection. Benefits are even more critical considering the coronavirus crisis when millions of people worldwide engage in online solutions. Our research paper offers clear insights into the public administrations' strategic management when it comes to the impact of digitalization upon local tax revenues collection. In this setting, we investigate the effects of the digitalization of the Romanian public sector, focusing on local tax revenues collection covering the period 2015-2021. The data was collected from the national platform for e-paymentsghiseul.ro. To assess the impact of digitalization, we opted for the panel data analysis, complemented by reliability and robustness tests. The local tax revenues are settled as the dependent variable and analysed in relationship with the number of payments made via the above-mentioned platform (assigned as a proxy for digitalization). Gross domestic product per capita, Unemployment rate, and Average net earnings are control variables. Our outcomes show that digitalization impacts local tax revenues, but it differs across the country, the highest impact being registered in the case of macroregion 3. All independent variables are statistically significant, leading to the assumption that the empirical model is accurate.

Purpose: The article analyzes the use of information technologies to increase the level of economic efficiency and trust in public administration in Ukraine. Design/Methodology/Approach: We use the concept of digital management for the purpose of integrated interaction of municipal and state structures with business, civil society institutions and the population. Findings: The conducted research concludes the active digital transformation of public administration in Ukraine. The following trends in the use of information technology are identified: the development of institutional support; the creation of analytical portals for ensuring public control; the level of accountability, transparency, accountability of the activity of civil servants; the implementation of e-government projects; the changing philosophy of development of electronic services. Practical Implications: The concept of state policy in the field of digital infrastructure was developed on the basis of a multi-stakeholder approach according to which the main purpose of the state bodies is to identify, prioritize, harmonize and satisfy the stakeholders. Originality/Value: In this article, we show the level of individual regions in Ukraine where there is uneven implementation and use of e-learning tools management.

This article is an attempt to explain the notion of e-governance and its adoption in the Bulgarian Ministry of Finance. More particularly, the electronic services that operate in the National Revenue Agency are analyzed. The author uses a wide scope of methods as comparison, induction and deduction, analytical, expert evaluation and expert opinion citation. The paper is an attempt to accept or reject two hypothesizes. No adequate legislation exists in Bulgarian public administration in order to adopt e-governance. And second, the Bulgarian governmental system is very conservative and bureaucratic which is a hindrance to every action to achieve improvement. The results of this survey show that the most reformed public sector in compliance with a new concept for e-governance is the Ministry of Finance in Bulgaria and the National Revenue Agency respectively.

This study seeks to point out the idea that the purpose of the analysis is to consider public policies related to elements that influence the development in a certain way. The future of the finances is digital: consumers and enterprises have begun to call on digital financial services. The market’s creative participants use new technology, and existing business are changing. Digital funding helps citizens and enterprises resist to unprecedented situations due to COVID-19 pandemic, for example, online authentication allows people to open accounts and to use many services from distance. Increasing proportion of in-store payments is presently digital, and electronic trade has increased dramatically. The article discusses the key aspects of banking-credit sector development in digitalization conditions, which is expresses in the trends of digital development in banks, the changes of business process, banking products and services, their ecosystem services and development models under the influence of digitalization. The local and foreign assessment and analysis of the best practices in the use of modern digital technologies in the planning, monitoring and evaluation of governance decisions gave us the opportunity to formulate proposals and recommendations in relation to the priority direction of the use of digital technologies, in the framework of the further adoption of management principles and procedures according to the results.
