Development of Hamas' Position on Women's Roles and Issues (1987 -2017

This research deals with the development of Hamas' position on the role of women and their issues, and seeks to answer the following questions: What is Hamas' position on the role of women in the political field? What is Hamas' position on women's issues in the Personal Status Law and the Penal Law? Has Hamas planned to impose a certain mode of behavior on women in their general and private affairs? The researcher used the Historical Research Approach. This research consists of an introduction and four sections. The first section focuses on Hamas' position on the role of women in the first Palestinian Intifada, the second on Hamas' position on women's participation in the armed struggle, the third on Hamas' position on women's issues in the Personal Status and Penal Laws, and the fourth on the development of Hamas' position on women's political participation. The study concluded with a set of results, which can be summed up as: Hamas did not impose theoretical restrictions on the participation of women, but it hesitated in practical aspects, especially in military actions. Its position on women's political participation remained affected by public climates. In this field, it benefited from the Elections Law, which obliged all lists to allocate a quota for women. In general, the positions of Hamas ranged from positive practices such as allowing women to participate as ministers or lawmakers in the parliament and to participate in military operations to negative practices such as imposing headscarves at schools, preventing women from riding motorcycles and smoking hookah in public places. It seems, however, that the negative measures were not part of a systematic policy, and they were all canceled later by Hamas.

Palestinian women suffer from low political and societal participation resulting from the repercussions of the continued Palestinian division, which hindered democratic practice and allowed the occurrence of functional, political and trade union calcification in most of the institutions of the Palestinian political system. The continued division and occupation have presented great challenges to women's access to decision-making positions. Women also suffer from great challenges in the labor market and high unemployment rates, as a result of many reasons and factors. In light of the many challenges facing Palestinian women, this paper comes to give recent indications of the reality of Palestinian women in the political, trade union and economic fields.

Since the beginning of the 20th century the Palestinian woman has been involved in the struggle for political and social independence through different organizations, initiated by charities, which formed the spark for Palestinian women to integrate into life of the society. Later, as a result of political conditions in Palestine, this changed into political involvement in the form of sit-ins, demonstrations and petitions of protest. The first women’s political activity was evidenced in 1893 in the city of Afula, where Palestinian women went in a demonstration to protest against the establishment of the first Jewish settlement. This article shows how wartime conditions can radically transform the position of women in the work force and bring about change in their economic and political status. Focusing on the political conflict in Palestine, the article illustrates how the Palestinian women have sacrificed a lot, alongside men, in the hope to remove all forms of oppression and achieve liberation of the homeland. While most women continue to play traditional roles in the family and society, some have been advocating openly for the rights and concerns of women on economic, health and social issues (such as equal rights in marriage, divorce and inheritance), as well as on matters related to their representation in decision-making posts. Women’s achievements, since the inception of the intifada, are widespread. Their unity and continuous efforts to formulate their demands and rights through active participation in society and public life, and the prospects of creating statehood with a constitution that stipulates social justice and gender equity for all, carries a hope for a better future.

The roles of men and women have been changing since the twentieth century, yet a gap remains in this area[1].The fifth sustainable development goal focuses on gender equality as many women still face discrimination in different aspects of their lives[2]. Women and Citizenship: The Local Councils in Palestine a Case Study

The purpose of this paper is to study the Palestinian women movement and contribution to the concepts and practices of citizenship in spite of social, civil and political restrictions in the Occupied Palestinian Territories-OPT. The paper will take the relationship between women movement and the local Councils in Gaza Strip as a case study. The paper will examine relationship from citizenship perspective, theory and practice. The paper will examine the policies of the local councils of women empowerment issue as a strategic issue in implementing its civil society actions and strengthening the concept and practices of citizenship. The paper will examine the challenges facing women engagement in civil, social and political participation. This includes discussing the challenges and restrictions of public freedoms, political exclusion and domestic violence. This includes examining the traditional and cultural restrictions facing women's efforts and contribution to citizenship. These circumstances and constraints have already made women in a worse situation. Women remain on the margin of the society and used to vote for this party or that movement without a real political participation. Women are used only for political decorations. The paper will present the impact of the Palestinian women movement on the concepts of citizenship in Palestine. The paper will bring into the attention the contribution of the women movement to the development of citizenship practices and the national identity despite the fact of the paralyzed political system.

Difficulties Prevent Jordanian Women Participation in Political Life in Light of Some Social Variables

This study dealt with the most important difficulties that prevent Jordanian women participation in political life, the study used a purposive sample consisted of 80 pioneers women in north region governate for the year 2011. A questionnaire consisted of four aspects that covers the difficulties prevent Jordanian women from participating in political life .The following conclusions were drawn from this study: the social, the cultural difficulties are the most important factors that prevent Jordanian women participation in political life. Finally and in light of the results the study came up with some recommendations such as: working on the awareness of society to change its believes regarding women participation on political life and to work on improving the economical situation of the women (economical empowerment).
