In recent decades, Canada has consistently failed to uphold basic human rights, including the right to food. This has caused widespread and persistent household food insecurity (HFI) which has become a serious, albeit overlooked, public health concern. Working from a political economic perspective, this article situates HFI within the context of the poverty resulting from neoliberal “rollbacks” to the welfare state. The majority of community and policy responses to HFI focus on the production or redistribution of food, which misses the underlying issue of inadequate income. These responses may even perpetuate food insecurity by offloading safety net functions onto corporations and communities that cannot compensate for welfare programs. In order to strengthen income-based responses to food insecurity, we recommend policy interventions under the “right to food” framework, which places primary responsibility on the state. Food security and health in Canada: Imaginaries, exclusions and possibilities

In recent years, food crises have heightened awareness of food security vulnerabilities even in rich nations. However, the extent to which various issues related to food security (such as consistent access to nutritious food in conditions which maintain human dignity) have been incorporated into Canadian policy and practice is not well documented. This article draws on a number of sources—including policy documents and media reports—to explore how food security is being conceptualized in Canada, particularly at the national level. The article chronicles changes in food security discourse over time, suggesting that recognition of food security as a “Canadian” problem has been partial and contested, and reflects persistent geographic imaginaries of Canada (e.g., as a land of agricultural abundance) and unrelenting social and cultural exclusions (e.g., of Canada's Aboriginal people).
This paper examines the impact of the neo-liberal restructuring since the mid-1970s on the food system and on conditions of food security. Using examples from Canada and the world, the paper argues that the food security discourse that came out of the crisis of accumulation in the early 1970s aimed to legitimize the dominant practices and institutional arrangements of the capitalist food system in general, and defined conditions of food provisioning for the subaltern during the neo-liberal restructuring of the global economy. The paper further argues that the contradictions in defining food security reflect shifting priorities in the global economy and the contested nature of food provisioning in market economies.
Bringing home the right to food in Canada: challenges and possibilities for achieving food security

We offer a critique of Canada's approach to domestic food security with respect to international agreements, justiciability and case law, the breakdown of the public safety net, the institutionalisation of charitable approaches to food insecurity, and the need for 'joined-up' food and nutrition policies. We examined Canada's commitments to the right to food, as well as Canadian policies, case law and social trends, in order to assess Canada's performance with respect to the human right to food. We found that while Canada has been a leader in signing international human rights agreements, including those relating to the right to food, domestic action has lagged and food insecurity increased. We provide recommendations for policy changes that could deal with complex issues of state accountability, social safety nets and vulnerable populations, and joined-up policy frameworks that could help realise the right to adequate food in Canada and other developed nations.
Food encapsulates the entire circuit of production that connects field to fork. The biological necessity of food is always already enmeshed within complex relations of capital. Access to a safe, nutritious, and socially acceptable food supply co-conditions how food is grown, processed, exchanged and transported, and ultimately consumed. Discursively, food security signifies relations of sustenance via flows of comestible capital, subjectivating populations through regimes of governmentality, vulnerability, and visibility that exploit the biopolitical insertion of bodies into the late capitalist economic machine. As an issue of environmental justice, food security reveals the disparate impacts of foodways, regimes, and practices on marginalized groups, and the limitations of late capitalism in accounting for environmental degradation. This dissertation theorizes food security by tracing its articulation in farm/food policy, living wage activism, and anti-hunger advocacy discourses. My first chapter frames, via Marxian political economy, Foucauldian biopolitics, and articulation theory, the relations of sustenance by which this project is driven. In my second chapter, I take up the Marxian concept of social metabolism to consider the ways the farm bill arranges the circuit of comestible exchange. Analysis of Congressional deliberations reveals how, in an entrenched agriculture/nutrition war of position, food security is articulated as risk, valorizing the fertility of agribusiness and re-employing the wasted poor. Chapter III explores the subjectivation of the working poor; tipped restaurant workers’ living wage activism functionally antagonizes the hegemony of employment-based notions of food security. In Chapter IV, the Food Stamp Challenge is taken up in terms of a bio/politics of visibility, and considers how food operates as an element in class relations. My fifth and final chapter brings themes across all of the chapters into sharper focus. It directly addresses my research questions about food security and (bio)political economy, explicates the rhetorical dimensions of food security across policy, activism, and advocacy contexts, and concludes with implications for critical praxis.
Escaping Old Ideas: Lament for a Canadian Food Policy
Despite Canada’s position as both a developed nation and a leader in human rights, the nation has failed to develop a domestic social food policy. Not only does Canada stand out among its counterparts as the only western nation without a federally-funded food policy, but the nation is experiencing growing food insecurity. This paper argues that it is not for lack of need or will by citizens, but that the guiding political ideology is deaf to such demands. This is due to a paradigm shift which began during the Mulroney period and directed Canada's political agenda away from social support towards a supply side approach in sync with the neoliberal geopolitical climate.

In a context where food assistance continues to dominate talks on food security, this study was undertaken to refocus the debate on households' needs. Our objective was to examine the food security experience and needs of food-insecure households from the standpoint of those participating in community programmes for food security as well as those not doing so. Semi-structured individual interviews were conducted with a purposive sample of 55 food-insecure households in Quebec City, Canada. Transcriptions were subjected to content analysis. The results revealed distinct food insecurity situations. The interviewees' accounts show that households participating in community food security programmes and nonparticipating households did not have the same profile of food insecurity risks and capacity to cope with those risks. Nevertheless, three main categories of needs emerged from all the households: needs specific to food security (particularly good quality diet), needs regarding the conditions necessary for achieving food security (especially financial access to food) and related needs. Food insecurity was seen as involving a cluster of problems. The results reinforce the necessity for responses that are not uniform but rather situation-specific. Clearly, households are demanding more than food for survival: they need a set of conditions that will ensure them regular and sustainable access to a good quality diet.
Characterization of household food insecurity in Québec: food and feelings

This study was undertaken to understand food insecurity from the perspective of households who experienced it. The results of group interviews and personal interviews with 98 low-income households from urban and rural areas in and around Qu! e ebec City, Canada, elicited the meaning of ''enough food'' for the households and the range of manifestations of food insecurity. Two classes of manifestations characterized the experience of food insecurity: (1) its core characteristics: a lack of food encompassing the shortage of food, the unsuitability of both food and diet and a preoccupation with continuity in access to enough food; and a lack of control of households over their food situation; and (2) a related set of potential reactions: socio-familial perturbations, hunger and physical impairment, and psychological suffering. The results substantiate the existence of food insecurity among Qu! e ebecers and confirm that the nature of this experience is consistent with many of the core components identified in upstate New York. This study underlines the monotony of the diet, describes the feeling of alienation, differentiates between a lack of food and the reactions that it engenders, and emphasizes the dynamic nature of the experience. #
