Context: dynamic and productive linkages between research organizations (ROs) and industry are actively spurred in advanced nations. Conversely, Latin American countries face significant challenges in fostering researchindustry interactions. Solid models of research-industry cooperation are of particular interest to emerging economies such as Brazil. Objective: this article aims at presenting a comprehensive study of the Brazilian Agency for Industrial Research and Innovation — Embrapii, an entity focused on addressing barriers to cooperation between research ROs and companies. Methods: data from 63 projects supported by Embrapii involving three ROs and 44 companies was collected employing four sources of primary data: two web questionnaires, interviews and technical visits. This paper approaches the research topic 'university-industry interaction' based on a case study in the Brazilian oil innovation system (OIS). It discourses on the management of cooperative R&D projects, by the state-owned Operator, Petrobras, involving two Brazilian universities and one medium-sized locally owned supplier firm in the scope of the Thematic Network for Integration of Science and Technology-Industry at the National Productive Process (NISTI). The NISTI is a network of scientific and technological partnerships created by the Operator to foster competitive local content and innovation in the Brazilian OIS. The case study showed the learning processes generated by the actors' interactions were crucial to the effectiveness of the technological solutions developed by the partners. Despite the management challenges inherent in the institutional differences between academia and industry, this initiative reinforced the prominence of universities as sources of technological opportunities in science-based sectors. In addition, the adopted partnership model provided useful recommendations to the reassessment of the R&D portfolio's formation.
The main aim of this paper is to analyse how individual perceptions of academic researchers about the benefits, results and barriers affect their interactions with firms. University has become a growing important source of knowledge for innovation and firms are trying to get closer to the university in order to appropriate of the knowledge generated by academic research. To evaluate the effect of the benefits, results and barriers, a comprehensive database from a survey to Brazilian research groups' leaders was used. Non-parametric IRT (Item Response Theory) technique was applied and clusters of responses were formed to each dimension. Then, these clusters were used to build an econometric model to evaluate the importance of the dimensions. Main findings show that intellectual benefits and academic results are important drivers to research groups to collaborate with industry and transactional barriers represent important obstacles to academic research groups to interact more with firms. These findings allow a better understanding of the main motivations and constrains faced by research groups in the collaboration with firms.
Interactions between public research organisations and industry in Argentina

There are various channels for the exchange of knowledge between public research organisations (PRO) and industry (I). This paper discusses the relative effectiveness of different channels. We use micro-data from surveys on firms and researchers to confirm that specific channels of PRO-I interactions are predominantly associated with specific types of benefits. We show that firms' innovative capabilities and researchers' knowledge skills interfere in the channels-benefits relationship. Therefore, the promotion of PRO-I interactions should be designed in accordance with the types of benefits being targeted and taking account of the knowledge characteristics of the actors involved in the interaction. * This study is based on an international research project "Interactions between universities and firms: searching for paths to support the changing role of universities in the South", developed under the umbrella of the Catching up project; it was sponsored by IDRC (Canada). It compares PRO-industry interactions in 12 countries from Latin America, Asia and Africa. The questionnaires were discussed by the whole team.
University-industry research collaboration in the Brazilian oil industry: the case of Petrobras

Este artigo analisa a colaboração em pesquisa entre a empresa estatal petrolífera brasileira, Petrobras, e universidades no período de 1980 a 2014. Apesar da importância da interação universidade-empresa na indústria de petróleo brasileira, há poucos estudos temporalmente abrangentes sobre o tema. Este trabalho ajuda a preencher uma lacuna na literatura, provendo dados comparativos de longo prazo sobre a colaboração em pesquisa entre a Petrobras e universidades. Baseando-se nas publicações da Petrobras em coautoria com universidades, são analisadas as mudanças na intensidade e orientação geográfica da colaboração, no nível de relação interorganizacional e na base de conhecimentos da empresa. Além disso, o trabalho também aborda os efeitos da recente política de financiamento à pesquisa e desenvolvimento na interação. Interaction between universities and companies is common in Countries considered to be developed and innovative. In Brazil, this strategy is not widely used, although some relevant actions have produced good results in the pharmaceutical sector. The Brazilian Innovation Law, which is considered a milestone, created the Technology Innovation Centers (TICs) in universities, and is seen by the Ministry of Health in Brazil as having great strategic promise within the area of drugs and medicine. In this regard, this article seeks to present the findings of an exploratory research project investigating the participation of Brazilian universities in the formation of strategic partnerships focused on the development of drugs, after the advent of the Brazilian Innovation Law. An exploratory study was used as an instrument of methodological support, backed by a survey whose results allowed the authors to identify some significant reflections structured in the universitypharmaceutical industry-government approach.

espanolEste articulo examina empiricamente la importancia de la colaboracion univer- sidad-industria (CUI) en empresas innovadoras en la industria brasilena. Esta relacion se considera una herramienta importante para el crecimiento economico en las empresas innovadoras. Se utilizo un modelo de regresion jerarquica para 25.667 empresas industriales innovadoras en el ano 2005, la innovacion abarca producto, proceso, o cambio organizacional. La Productividad Total de Factores (PTF) se introdujo como variable independiente, ya que puede ser utilizada en todas las empresas como medida de desempeno, y se ce ntro en la media. La PTF se explica por las capacidades internas de la empresa, y en la industria por la importancia de la CUI. Los resultados encontrados son media ascendente (signo positivo) y media descendente (signo negativo). El impacto sectorial de la CUI en la PTF es positivo, pero tiende a cero.
