El retorno a la perspectiva Estado centrista desde los años 80 ha generado mayor interés por los estudios institucionales; pareciera ser que lo que en su momento constituyó el punto de partida de la Ciencia Política como discipli- na hoy es retomado en su integridad, complejidad y potencialidad. Desde un recuento histórico del institucionalismo, este artículo busca llegar a la práctica contemporánea denominada neoinstitucionalismo, con el objeto de observarlo en su esencia, componentes, premisas y fundamentos, pero sin dejar de lado las críticas ni el enfoque de estudio de las políticas públicas como campo de aplicación. The return to the State-centric perspective since the 80s has generated in- creased interest in institutional studies; it seems that which once was the start- ing point of Political Science as a discipline is now resumed in its integrality, complexity and potentiality. This article looks from a historical account of in- stitutionalism; get to the contemporary practice known as neo-institutionalism, in order to observe it in its essence, components, premises and grounds, with- out leaving aside the critics and with a focus on public policy research as a field of study.
The New Institutionalism and the Representationalist Concept of Politics

Resumen El principal objetivo de este ensayo consiste en criticar los supuestos representacionalistas de algunos trabajos de la corriente neoinstitucionalista de la política. Se sostienen dos tesis fundamentales: 1) la crítica del modelo institucionalista de la democracia a la noción de soberanía popular no tiene en cuenta que el pueblo es una categoría política que muestra el fracaso constitutivo de toda representación; 2) la teoría neoinstitucionalista, en particular en su vertiente histórico-sociológica, se basa en el supuesto representacionalista de que hay algo previo a lo político en la sociedad o en la cultura que debe ser fielmente representado por las instituciones para evitar el desorden.
The dark side of the institutionalization: The danger of an authoritarian political science

This article proposes a reflection useful to both interested in the disciplinary studies to decision makers within political science departments. Here the relevance of institutionalization is discussed reviewing the problems arising both confidence in the knowledge that proclaims itself neutral in the confidence that comes from the north only to proceed from there. It is argued that the danger of institutionalization of political science is the emergence of an authoritarian political science is unable to rescue what of itself can have this discipline in Latin America, and to impose a single way of seeing and doing the discipline .

The purpose of this article is to respond to the question of the potential that historical institutionalism centered on actors offers for public policy analysis. It is argued that the focus centered on actors permits for a better adjustment between theoretical perspectives and observed reality in political interactions. Following this focus, the premises of institutionalism centered on actors and its model of explanation will be analyzed and the main characteristics of politics of contingents will be described in the framework of the context of globalization, the entrance of Spain into the European Union and the visible increase of the migratory flows to Spain. The potential of the focus is emphasized to explain the changes in the system of interaction of public policies of contingents and to determine the influence of the institutions and the environment on the behavior of actors.

Institutions: An overview to its conceptual history
In this article, the author stresses the evolution of the concept “institution” and institutional studies in social sciences. In recent decades, there has been an explosion of institutions analysis and research: their origin, evolution and social influence. These efforts have updated the debate about the achievements and limitations of institutional approaches, and the challenge to advance an institutions interdisciplinary theory. This paper hopes to contribute to this debate from the reconstruction of the evolution of the term “institutions”: its historical origins and main developments to date, the emergence of contemporary approaches, and the main achievements and problems of institutional approaches. The study highlights the fact that, although the heterogeneity and limitations of the institutional approaches, it is possible to construct a shared theoretical field about institutions in social analysis.
El análisis institucional mas allá del nuevo institucionalismo
Resumen: Este ensayo analiza y presenta una propuesta de clasificación de las principales perspectivas institucionales contemporáneas, buscando distinguir los atributos propios de distintas interpretaciones sobre lo que son y hacen las instituciones. Se enfatiza en especial que la etiqueta “nuevo institucionalismo” difícilmente permite destacar las particularidades y aportes de la diversidad de enfoques existentes en el análisis institucional. Se argumenta que es necesario desarrollar un enfoque capaz de integrar contribuciones generadas en los últimos años desde diferentes corrientes teóricas. Desde esta perspectiva, un enfoque explicativo más complejo requiere reconocer la importancia de elementos endógenos y exógenos en el análisis, identificar forma de conducta endógena más allá de equilibrios en las expectativas de los actores, así como integrar mayor énfasis en capacidades institucionales, historia institucional y principios rectores. Abstract: This essay analyzes and presents a proposal for the classification of contemporary institutional perspectives, seeking to distinguish the different elements of interpretations of what institutions are and do in social life. Emphasizes that the “new institutionalism” label hardly allows us to recognize the particularities and contributions of the diversity of approaches for institutional analysis. Argues that it is necessary to develop a theoretical approach capable of integrating contributions from different perspectives. From this perspective, a more complex explanatory approach requires recognizing the importance of endogenous and exogenous elements for the analysis, to identify endogenous form of conduct beyond equilibrium expectations and to confer greater emphasis on institutional capacities and institutional history and of guiding principles.
