The aim of this paper is to investigate the roles of domestic and global leaders and organizations to COVID-19 and to consider the new role(s) of Human Resource Development (HRD) based on the ramifications of pandemics in general, and COVID-19 in particular. The research questions guiding this work are: What are the leadership competencies required during and post times of crisis? And What roles do human resource development practitioners envision to support their organizations during and post times of crisis? In this manuscript, we provide several themes, based on the literature and case studies from international and domestic contexts, that we see as essential competencies for leadership practices in response to a global crisis. We explored leadership competencies required in the time of crises, followed by exploring cases of best practices of leadership in different contexts, followed by reflections on new roles for HRD researchers and practitioners post a global crisis.
WHAT LEADERSHIP IS EFFECTIVE IN THE MIDST OF CRISIS: A CASE OF COVID-19 PANDEMIC
The current Covid-19 pandemic has affected all and sundry and revealed the essential responsibilities bestowed upon organisational leaders in steering their establishments forward in spite of the volatile and hostile environmental changes as a result of the pandemic. This essay briefly investigates what leadership is effective in the midst of the current global crisis; the best leadership theory that is fit for the current crisis and also compare effective leadership with non-effective leadership. The essay further examines leadership charachteristics, traits and behaviours that contribute to effective leadership during the pandemic period. In the course of the investigation, what became known is that both transformational and integrative leadership theories were supported by scholars but due to the inclusion of transactional theory into integrative theory, the author of this essay disagrees with transactional leadership style as the best fit and supports transformational theory. After thorough reflection, transformational theory was found to be the best fit for the pandemic situation that the whole world is currently battling. This leadership style encourages collaborative, concurrent, and cooperative efforts from both leaders and their subordinates in order to move the organisation forward during crisis. The theory disregards the old leadership style of top to bottom hierarchial line of authority and motivates subordinates to utilise their expertise; anticipates possible crisis, and gets every member ready for any changes in business environment. The theory utilises leadership traits, self- awreness and leaders’ behaviours.

The current COVID-19 pandemic has provided the world with a range of crisis leadership case studies as nations’ leaders approach control of, and communication about, the virus in dramatically different ways. Drawing on the literature and the author’s post-disaster and post-crisis studies, this reflective piece offers a framework for analysing and evaluating leadership responses to the current crisis in order to strengthen our ability to deal with future crises. The focus of this article is on the development of a set of crisis leadership attributes and how we might use these to evaluate our own leadership roles as well as the wider work we do in leadership development, assessment, and evaluation.
Investigating Effective Organizational Leadership's Indicators in Covid19 Crisis Management

Generally, the purpose of this study is to extract leadership indicators at the time of crisis and specifically, to identify the most effective indicators during the corona crisis. In the present study, a mixed-methods approach (qualitative and quantitative) has been used. In the qualitative part, the research approach is exploratory, and in the quantitative part, it is descriptive-survey. In the qualitative phase, initial data was obtained from reviewing the literature and coding of previous researches and data analysis was performed using a theme analysis method in Maxqda 2018 Software. In the quantitative phase, to prioritize the themes obtained from the literature review, they were given to 10 leaders of active international corporations in the form of AHP questionnaire. Finally, using Expert Choice Software, the weights of the data were calculated and they were all prioritized. Our investigations have shown that the indicators of crisis leadership can be prioritized as strategic awareness, empathetic communication, analytical thinking, facilitation skills and flexible guidance. The current research is the first one conducted with this approach, especially in Iran, and its results can also be considered by managers in other organizations as well.

Covid-19 shocked the entire world and was considered one of the biggest crises of the century. It has left a great impact on all areas. Leadership has faced this crisis with all its implications and flaws, and many major challenges have occurred which changed the course of the process with regards to reducing the negative results of Covid-19 pandemic, and many live experiences were clear examples around the world. In fact, many lessons were learned, and a new vision to quickly deal with emergency events after the Covid-19 pandemic. The new Coronavirus (COVID-19) pandemic has emerged as an unprecedented global humanitarian crisis. In the light of volatility, uncertainty, complexity and ambiguity, rapid and high-impact decisions are required in a limited information environment. Leaders must manage these elements, learn new lessons along the way, and help develop strategies for solving various novel problems to keep their organization running. The impact of the COVID-19 pandemic on healthcare leadership competencies are core competencies for leadership practices in response to a global health crisis. The influence of the leader and his decisions during this epidemic, the importance of managing the team, and the shortages and failures he faced during this epidemic, all have developed the role of the leader during these difficult times when the leader has increased responsibilities towards the entire workforce, a duty to prepare a system for improving health care, and an obligation to enhance the skills and behaviors needed to help the leader face this crisis in the future, especially since this crisis actually deals with an essential part of human life, which is people’s health and sustainability generating power. Without it, the world is lost. It was an amazing transformation in many moments of change in which the crisis is an essential part. In a world that is fast-moving and always open to changes in all areas including social, economic, political and health issues, anything can happen at any moment and suddenly. Leaders have faced problems of scale that are spreading to a large number of people in an environment that lacks clear information. However, leaders had no choice but to apply the saying, "When the crisis is there, the real mission of a leader begins." This research aims to assess the impact of the COVID-19 pandemic on challenges and opportunities for leadership in the healthcare sector, in addition to analyzing the impact of the COVID-19 pandemic on the healthcare leadership competencies. The COVID-19 pandemic has fundamentally changed the business environment in many sectors. This study analyzes how the pandemic and the resulting global economic crisis have influenced changes in management. The aim was to explore changes in the dominance of management functions through the lens of economic managers in various companies. A case study approach was adopted to achieve the research objective. The sample file consisted of 238 managers from various operational fields in the Slovak Republic. A new methodology was created to measure the overall changes. An indicator of the rate of change in the dominance of the management functions was calculated. The index consists of two factors: changes in the time devoted to each management function during the pandemic, and changes in the importance of basic activities performed within the individual management function.
