The relationship between the legislative and executive since the ‘’Turkish type of presidential system’’ (original) (raw)

This paper aims to analyze the relationship between the powers of the state since the Turkish type of presidential system in Turkey. With a referendum in 2017 Turkey has decided to transform the semi-presidential System into the new ‘Turkish type’ presidential system. (Adar & Seufert, 2021) This new system suggests a strengthened executive side and rigid separation of powers in theory, but there are lots of critics against the new political system. Some of them suggest that the new system is a hyper- presidentialism and some of them are connecting and comparing the new system with the Latin American countries. (Taş, 2015; Boyunsuz, 2016; Yılmaz, 2016; Hışım 2019) It is tried to analyze the relationship between executive and legislative and will be done with an analysis of the presidential system, its features, presidential decrees since the presidential system, a comparison of the numbers of laws before and after the presidential system also the numbers of laws that has been enacted by parliament. This work aimed to show the effects of presidential system on the authority of the legislative under 3 chapters, the legislative powers of the president, the effect of presidential decrees on the area of the legislative with the example of the Istanbul Convention, effect of the presidential system to the legislative performance of the parliament.
