An Investigation On The Liveability Of Urban Settlement. Case Study: Mandy Villa, Segambut, Kuala Lumpur City, Malaysia

Urban areas are the main centres of growth in every country. However, urban areas face challenges such as environmental destruction, social deprivation, insecurity, health problem, and accessibility issue. These problems affect liveability level of the urban settlements. Liveability is influenced by the aspects of physical environment and social. A study had been carried out in Kuala Lumpur city with the Mandy Villa at Segambut as the study area. The purpose of the study is to investigate the liveability level of the study area and the relationship with the urban planning aspects of physical, and social. A questionnaire survey had been carried out. The respondents with different socio-economic background were mostly felt that the study area was liveable. Liveability Dimensions in New Town Developments: An Overview of Senri New Town and Purbachal New Town

Since the 1960s, new town developments within large metropolises have been widely adopted to decongest the city centres, especially in Asian cities. This paper provides a brief account of the liveability dimensions of two new townships developed in large metropolitan areas: Senri New Town in Osaka and Purbachal New Town in Dhaka. The study primarily draws on master plans of the two developments to identify how the components of the plans reflect the physical, social, functional and safety dimensions of a proposed liveability framework. The methodology combines a review of masters plans with scholarly and grey literature on the two new town developments. The findings show while the social and functional dimensions are integrated with Senri New Town; Purbachal New Town, though more recent, appears to have missed opportunities for diversifying density, social mix and mass transit. The paper concludes that the comparative case, Senri-New Town provides insights on how public-private people participation can leverage citizen-centred design for more liveable residential living environments in developing cities.

Liveability of Kuala Lumpur City Centre from the Perspective of Urban Design Quality

Creating a liveable city is commonly a debated question. Over the last decade, the total population of people living in urban areas has increased rapidly and is expected to continue rising until 2020 where urban sprawl is anticipated. As a result, higher density has led to a high crime rate and environmental issues as a result of traffic congestion and inefficiency of the public transportation system as well as industrialization. The Malaysian Government has undertaken many initiatives such as Government Transformation Program to create a quality environment for the residents. This demonstrates that liveability is one of the main concerns towards current new development and stressing the importance of creating a liveable city that provides a safe, healthy and enjoyable place of living. This initiative is probably the reason why Kuala Lumpur, the capital city of Malaysia is ranked 78th in the 2011 World Liveable City Ranking by the Economic Intelligence Units (EIU). The perception of the residents is the major contributing factor in creating a liveable place and environment because they are the real people who live, work and play in the city itself. So, it is essential to know the factors influencing the urban design quality of the city before implementing any guidelines or regulations regarding the liveability of a city. This paper discusses the policies regarding the liveability of Kuala Lumpur and how the happiness level of the urban design quality affects the liveability of the city itself. Liveable City Centre: Livability through The Lens of The Singaporean Experience (Case of Singapore City Center

Over the past two decades, the world has witnessed a marked increase in interest in improving communities' liveability. Liveability is also an ambiguous and complex concept reflecting a reticular relationship between various dimensions. Although the same term of Liveability Dimensions might be used in multiple research studies, it might not have the same content or meaning. Liveable cities are being built on an aggregation of identified policies and investment strategies that support: Equitable and affordable housing, promote healthy, safe, and walkable neighborhoods, promote cost-effective and reliable choices of various modes of transportation, and improve the competitiveness of the economy. This paper explores the Urban Liveability concept and its dimensions by reviewing scientific literature. On the other hand, it aims to conduct a case study analysis on one of the most worldwide successful city examples, Singapore, to conclude lessons from practice. The livability concept and dimensions were identified through the literature, which was reflected in defining the analysis structure for the case study. The paper concludes with a group of urban indices distributed on the three dimensions of urban liveability that is crucial for achieving Liveable cities.

Developing Methodology to Assess Liveability of Neighborhoods in the Indian Context

With rapid development of cities, there are concerns over sustainability and liveability of cities. People perceive different parts of the city in different ways, since cities are not uniform and parts of it have varying character, densities and growth patterns, which attain varied levels of livability. Various organisations have devised Livability ranking and indices to assess the Liveability of cities. There are several indicators, which can influence the liveability of cities in different geographical regions of the world. This research particularly investigates the parameters in the Indian context and attempts to develop a rationale methodology at the neighborhood scale, since there is no approach at the neighborhood level in the Indian context, which can help to assess the liveability. There is a lack of empirical method to assess the parts of the city, to understand the governing factors influencing the livability. The intent of the paper is to develop framework and methodology to understand residential areas of the city with respect to the quantitative parameters like density, Floor space Index, ground coverage, per capita built up space, open space, land use and people's perception as a qualitative parameter to assess level of liveability. The bottom up approach to assess the liveability of smaller portions of the city can help to formulate Micro indexing of Indian cities for Liveability.

Walkable Environment in Increasing Liveability of a city

This paper explains how walkable environment leads to the livable environment of a city. Livability is a concept that has been practiced worldwide. It is equivalent to the quality of living in a city and is determined by many elements. One of the important elements is to create a walkable environment in order to achieve livablility in a city. This study aims (1) to identify the role of walkable environment in making Kuala Lumpur a liveable city and (2) to assess the level of comfort for walking activities by its citizens. Thus, it is crucial to promote a walkable lifestyle where the citizens are given the option to walk comfortably in the city.

Towards a Paradigm of Liveable City-The Case of Dhaka

There is an ongoing debate as to how the cities should grow or be planned for liveabiJity and sustainability. There are many concepts towards achieving these goals emphasising various aspects of city dynamics but the community for whom the development is proposed is often neglected. Though the process of development plan could be universal, the parameters selected for the process to achieve the desired target must be place and community specific. To explain this point the paper takes Dhaka as the case for study and proposes the integration of contemporary 'New Urbanist' prescriptions in the local context with the community structure, values, heritage etc. at the core of it to overcome the identity crisis from which Dhaka is suffering and which is an important aspect of liveability and sustainability.

Livability Measures As Standard, Norms And Procedures Of Planning Process For Indonesian Cities

This article examines the adoption of livability at a conceptual level into the Indonesian national planning practice as the country is facing the height of urbanization. Connection between the two is examined through the analysis of theories of livability, state of urbanization and livability of Indonesian cities, and existing norms, standards and procedure in planning for Indonesian cities. The paper intends to introduce the need of adopting the concept of livability into the planning due process expected to systematically eliminate vested interests, political clout and subjectivity, which in turn will make livability itself as tool to measure well-being of a city.
