This paper sets out to examine the pattern of WTO committee chair appointments by nationality since the WTO's founding in 1995. Chairs of the General Council (GC), subsidiary and negotiating committees play important roles in the outcome of trade negotiations and in administrative and implementation issues in Geneva. The GC selects most committee chairs, and must consider the balance of member representation and the quality of the candidates in its choices. Regression results indicate that the selection of a chair by nationality generally reflects the country's mission size in Geneva, the country's years of experience as a WTO member, and its economic interests in trade. The experience of individuals and continuity in committee leadership also appear to play important roles. Among developing countries, emerging markets (EMs) tend to have the largest proportional representation. The GC thus appears to follow a human capital model of chair selection, geographical constraints and especially development status balance considerations. Continued investments among all WTO members, but especially EM and other developing countries, in WTO representation and leadership capacity will be required in order to promote multilateral trade liberalization in the future.

This Working Paper should not be reported as representing the views of the IMF. The views expressed in this Working Paper are those of the author(s) and do not necessarily represent those of the IMF or IMF policy. Working Papers describe research in progress by the author(s) and are published to elicit comments and to further debate. This paper discusses the role of fiscal institutions, including budget rules and non-partisan agencies, in enhancing fiscal discipline. A dynamic model of fiscal policy shows that optimal institutions lack credibility unless the costs to bypass them are sufficiently high. In our model, a combination of complete budgetary transparency and strong democratic accountability suffice to establish credibility. Under incomplete budgetary transparency, accountable governments may also use institutions as a signal of competence to increase their reelection chances, which in turn erodes the penchant for excessive deficits. In light of the theory, empirical tests of the effectiveness of institutions are undertaken. The results further emphasize that analysis should pay due attention to simultaneity bias (because disciplined governments may be more likely to adopt strict institutions). Also, interactions among different fiscal institutions, and between the latter and key features of the political system need to be explored further.

In post-conflict economies such as South Sudan, multinational corporations (MNCs) face a dual jeopardy of severe infrastructural deficiencies and a volatile, often opaque, regulatory environment. While the literature on innovation typically focuses on product or process advancements as drivers of performance, this paper argues that in such extreme contexts, the most critical innovations are organizational. It posits that MNCs build resilience and achieve sustainable performance not by overcoming external hurdles directly, but by fundamentally reconfiguring their internal structures, culture, and capabilities. This paper undertakes a systematic review of 72 peer-reviewed empirical studies to synthesize the evidence on how specific forms of organizational innovation enable firms to navigate and thrive amidst chaos. The analysis reveals that successful MNCs do not simply import their global organizational templates. Instead, they engage in three core types of internal innovation: first, they develop structural agility through decentralized decision-making and flexible team compositions; second, they foster an adaptive culture built on knowledge sharing and empowered local leadership; and third, they cultivate relational capabilities through strategic alliances with local stakeholders to co-opt regulatory uncertainty and bridge infrastructural gaps. These findings are integrated into a new conceptual model: The Resilient Organization Framework for Fragile States. This framework demonstrates that organizational innovation is the primary mechanism through which MNCs transform external environmental liabilities into a source of inimitable, context-specific competitive advantage, offering crucial insights for both strategic management theory and practice in the world's most challenging markets.

The research on government performance measurement has been largely descriptive and prescriptive, with only limited attention paid to hypothesis testing and middle‐range theory construction. Although researchers have made prescriptions about how to make performance management work, the validity of those prescriptions has not been systematically examined. In particular, the role of the external political environment and stakeholder participation, two important factors for public sector management, remains unclear. Based on survey data, this article uses structural equation modeling to test a model that assesses how political environment, stakeholder participation, organizational support, and training affect the adoption and managerial effectiveness of performance management.

International Entrepreneurship (IE) has become a topic that has attracted the attention of many scholars from fields and disciplines that have an interest in understanding the factors that drive firms' early internationalization and growth. The IE field has become more prominent since the seminal paper by Oviatt and McDougall (1994), entitled "Toward a Theory of International New Ventures". Consistent with the early phases of research on any new phenomena, most IE research has been exploratory and descriptive, with little emphasis on developing theory. However, over the last two decades, research has employed more robust theoretical frameworks, and the field has become firmly established. In consequence, several factors have been identified as having a high explanatory power at different levels (Servantie et al. 2016). For example, the speed of internationalization has been associated with the possession of proprietary products, knowledge-intensive products, high-technology products, high-value products, and high-quality products . Researchers have also agreed that key orientations and capabilities associated with the speed of internationalization include learning orientation, entrepreneurial orientation, market orientation, commitment to IB, a general global orientation, and relational and dynamic capabilities (Knight and Liesch 2016). Additionally, social networks, collaborative agreements, and social capital have been seen as playing instrumental roles (Fernhaber and Li 2013); research has also identified different relationships among these factors (Jones et al. 2011; Schwens et al. 2017; Etemad 2017). From past research it seems clear that further efforts are still necessary to obtain a better understanding of the phenomenon under study, and some unresolved questions have emerged. However, to move forward, we acknowledge that future IE research needs to not only capitalize on the existing body of knowledge and literature but also find new ways to further enrich its knowledge (Etemad 2017

This research investigates faculty mentorship as a pivotal factor influencing educational quality in private universities in Oman, highlighting the tension between academic rigor and financial imperatives. The study underscores the need to address how mentoring practices are increasingly shaped by profit-driven pressures, a topic largely overlooked in the Quality Education framework. Using in-depth interviews, observations, and secondary data analysis, the research examines the extent to which financial constraints and mentorship practices affect academic standards and student outcomes. The findings reveal that mentorship programs, originally intended to support faculty development, have been repurposed to align with revenue generation goals. This shift prioritizes financial objectives, such as student retention and satisfaction, over academic integrity. Informal mentoring further exacerbates the issue, reinforcing profit-focused policies and fostering practices like lenient grading and reduced rigor. These trends contribute to grade inflation, diminished academic standards, and devalued degrees, which undermine student success and institutional credibility. Additionally, the profit-oriented approach displaces academic priorities, leading to ethical conflicts, job dissatisfaction, and reduced faculty morale. The study calls for a critical reassessment of mentorship roles in private universities, advocating for transparent and accountable policies that balance financial sustainability with academic excellence. By preserving the integrity of higher education, such reforms can enhance faculty development, support student success, and uphold the fundamental values of academia.

This study proposes a framework to facilitate the Circular Economy (CE) implementation cases analysis from the Institutional Theory (IT) perspective. The development of this theoretical framework was based on the levels of operationalisation of the Circular Economy and the types of isomorphic changes. To demonstrate the framework's applicability, we present a matrix classifying 59 case studies into nine quadrants (3 x 3). Subsequently, the papers' contents were discussed, revealing strategies and practices for institutional behavioural change that drive CE implementation at the micro, meso, and macro levels. Therefore, the results of this work contribute not only to academia by introducing a new way of analysing CE case studies but also to managers by discussing implemented or ongoing implementation cases.

This essay examines some of the challenges to the doctrine of separation of powers posed by two facets of presidential power: the executive order and the presidential signing statement. Unilateral presidential action through executive orders calls into question the distinction between legislative and executive functions as provided in the U.S. Constitution. The innovative use of the presidential signing statement as an opportunity for the executive to declare portions of legislation to be unconstitutional also blurs the distinction between these separate branches of government. Contemporary exercise of executive power poses challenges to the Madisonian model of government and to concomitant democratic norms.

How do Chinese firms make their entry-mode decision for their outward investments? Based on the three theoretical perspectives that balance the "strategy tripod," our study conducted empirical tests using survey data collected from outward-investing Chinese firms. We found that the cost advantage of the investing firm and learning opportunities in the host industry have positive effects on the likelihood of a Chinese firm opting for wholly owned subsidiary against joint-venture entry mode, while the market attractiveness of the host industry, host-country restrictions, cultural barriers, and cognitive pressures have negative effects.

Studies examining the impact of social movements on organizations have focused primarily on what leads to initial concessions in response to movement targeting. A key remaining question is what comes next, or how do movement priorities become institutionalized within organizations and across fields via downstream processes? We argue that central actors in these downstream efforts are members of occupations that have been created out of movement pressure on organizations. In this study, we examine the longitudinal evolution of a movement-backed occupation: recycling coordinators in higher education. By conducting historical, processual analyses of 25 years of online conversations among over 1,000 recycling coordinators, we identify three key tensions they faced in trying to embed practices and an ethos from the environmental movement and in trying to progress their organizations toward evolving movement concerns (from recycling to sustainability). We uncover how the coordinators navigated these tensions, finding that while they succeeded in institutionalizing recycling and expanding their organizations toward a new wave of movement concerns regarding sustainability, their occupation nonetheless experienced demise. Our findings set the foundation for future research on the downstream efforts and occupational actors that are vital for institutionalizing movement demands.

Annotation The study focuses on the exhibition Duchamp´s Apartment by Ladislav Čarný (1949) and Stano Masár (1971) with the curatorial participation of Juraj Čarný, which took place at the Schemnitz Gallery in Banská Štiavnica in 2024. The artists, who have been dealing with references to Marcel Duchamp´s oeuvre for a long time, using the strategies of citation, appropriation, and re-interpretation, engaged in a dialogue with the artist, in which they emphasized strategic thinking, the symbolic expression of which was a game, specifically the game of chess. This motif was carried through the exhibition in various forms, from Čarný´s attempt to retroactively shift the readymade back to an ordinary object, through to Masár´s performance Waiting for Duchamp (2015/2024) based on Julian Wasser's iconic 1963 photograph of Duchamp playing chess with a naked model Eve Babitz. Both artists used the spatial specifics of the gallery and designed the exhibition as Duchamp´s apartment furnished with works referring to his readymades. The curator supported their intention with the mystification that Duchamp settled in Banská Štiavnica at the end of his life, where, in addition to playing chess, he also reflected on his oeuvre.

Both personal and professional values are influenced by the standards to which a society accords significance and events and developments therein. This study examines changes in the values and perceptions of managers and business owners in Israel in light of the political and public developments that occurred in Israel during the years 2019-2024. This short period was characterized by various significant, each of which individually, and together as a cluster, contributed to changes in perceptions of society and therefore affected values. The research found that during this period the attitudes of managers and business owners changed significantly, as is also reflected in how they manage the teams for which they are responsible and to what extent they feel that they can depend upon the state or their superiors. Likewise, it appears that these events affected the way they perceive Israeli society, of which they are a part, which in turn also affected the change in values.

There is a growing interest in how the notion of corporate social responsibility (CSR) as shared value creation is translated in Scandinavia. However, current research seems to disregard that the specific institutional context is ambiguous, enabling the organization, and its internal stakeholders to translate the institutional logics into contradictory meanings of CSR as shared value creation. Building on the institutional logics perspective and the metaphor of translation, and framed within a case study of a Danish CSR frontrunner, this paper explores how the notion of CSR as shared value creation is translated at both the organizational and individual level through discourse. The study shows that the organization and its internal stakeholders employ different strategies to reconcile the institutional logics of ethics and economy, suggesting that the translation processes are a complex communicative matter of continuously balancing the contradictory institutional logics to maintain...

Digitally Enabled Service Transformation (DEST) in the Public Sector (PS) offers a unique opportunity for public administration (PA) and information systems (IS) disciplines to interlace. Albeit complicating the deployment of a coherent analytical lens in its study, such uniqueness has formed a basis to enable a deviance in the theoretical selection. Interestingly, there has been a gradual move from the adoption of native PA/IS theories towards imported social sciences theories including Institutional and Structuration. Institutional Theory provides a way of viewing and explaining why and how institutions emerge in a certain way within a given context. The theory however is being criticized for its structural biasness, as it avoids explanations situated at individual or same level of analysis. Such gap is filled with the adoption of Structuration Theory, which also focuses on how structures -as micro-institutional foundation, arise, or are maintained through co-evolution of actions and institutions. The fusion of concepts from both theories would potentially maximise the debates on DEST in PS across diverse perspectives, and continue to keep the 'research talking' by revealing novel insights.

In this paper, we describe the formatting guidelines for ACM SIG Proceedings. The derailment of large scale Digitally-Enabled Service Transformation Projects (DEST) in public sector has generated much attention and debate among the research community. However, most of the debates focus on the technology imperatives and / or strategic choices view. The micro-process of institutionalisation involving interplays between actors and structures in forming an institutionalised approach is hardly brought to the surface. Complex structure of government institutions, interaction of actors from various contexts and integration of multiple resources during DEST implementation has made the process of institutionalisation difficult. Combination of Institutional Theory (IT) and Structuration Theory (ST) concepts are used in this paper to examine an exemplar DEST project in the UK -'Tell Us Once' (TUO). Findings show that actors and structures played significant roles throughout the institutionalisation stages. The actors reinforced or modified existing structures to suit their actions, and in return, the structure governed the actors' actions, to form desired behaviour. This social phenomenon happened recursively over period of time until a common practice emerged and the desired objective is achieved. The findings provide useful insights on good institutionalisation practices concerning the role of actors and structures within the institutionalisation process.

Institutional theory has proven to be a central analytical perspective for investigating the role of larger social and historical structures of Information System (IS) adaptation. However, it does not explicitly account for how organizational actors make sense of and enact IS in their local context. We address this limitation by showing how sensemaking theory can be combined with institutional theory to understand IS adaptation in organizations. Based on a literature review, we present the main assumptions behind institutional and sensemaking theory when used as analytical lenses for investigating the phenomenon of IS adaptation. Furthermore, we explore a combination of the two theories with a case study in a health care setting where an Electronic Patient Record (EPR) system was introduced and used by a group of doctors. The empirical case provides evidence of how existing institutional structures influenced the doctors' sensemaking of the EPR system. Additionally, it illustrates how the doctors made sense of the EPR system in practice. The paper outlines that: 1) institutional theory has its explanatory power at the organizational field and organizational/group level of analysis focusing on the role that larger institutional structures play in organizational actors' sensemaking of IS adaptation, 2) sensemaking theory has its explanatory power at the organizational/group and individual/socio-cognitive level focusing on organizational actors' cognition and situated actions of IS adaptation, and 3) a combined view of the two theories helps us oscillate between levels of analysis, which facilitates a much richer interpretation of IS adaptation.

Artificial Intelligence (AI) in particular has revolutionised a number of industries,
bringing concepts like the “sharing economy,” “Internet of Things,” and “Internet
of People” to life. With chatbots and smart systems being used widely in travel
agencies and airlines to improve consumer experiences, artificial intelligence (AI)
has had a huge impact on the travel and tourism industry. According to projections,
AI will keep advancing individualised solutions and completely changing the travel
and tourism sector. This is part of a larger, continuous technological revolution that
promises constant innovation and transformation. Information technology (IT) has
also significantly changed how businesses operate internationally. The tourist sector
is a prime example of how IT may improve communication with potential clients by
using destination imagery. In the present market scenario, the tourism industry has
also merged many parameters with the usage of information technology aiming to
reduce the middlemen in marketing travel schemes to consumers.

Political instability is a critical and persistent issue in the Kivu region of the Democratic Republic of Congo (DRC), particularly in North and South Kivu. To address this concern, the study was purposed to analyze the contribution of natural resource governance on political instability in North Kivu Province, Eastern Congo. The study achieved the following specific objectives: First, we examined the role of transparency on political instability in North Kivu Province, Eastern Congo. Second, we assessed the role of accountability on political instability in North Kivu Province, Eastern Congo. Lastly, we explored possible strategies for mitigating political instability caused by natural resource governance in North Kivu Province, Eastern Congo. Two theories underpinned the study. Resource Curse Theory and Institutional Resource Governance Framework. A case study design of North Kivu and a qualitative approach were adopted. In-depth interviews and document reviews were conducted among 14 participants: 3 security experts, 4 government officials, 4 civil society organisations and 3 NGO representatives. Thematic and content analysis was applied. The study findings revealed a picture of a governance system where secrecy breeds instability. Opaque revenue management allows elites and militias to siphon off wealth, leaving communities impoverished and resentful. Restricted information access prevents accountability, while exclusionary decision-making alienates locals, pushing them toward unrest or militia support. The resulting distrust in institutions perpetuates a cycle of conflict, as communities lose faith in governance and turn to alternative power structures. Addressing transparency through public contract disclosure, community consultations, and accessible information could disrupt this cycle, though entrenched interests pose challenges. More so, the findings reveal that accountability failures, i.e., ineffective oversight, pervasive corruption, disempowered communities, and weak legal frameworks, drive political instability in North Kivu. Strengthening accountability through independent audits, anti-corruption measures, and community empowerment could mitigate instability.

We develop and analyse a simple general equilibrium model with capital market imperfections We find that the impact of monetary policy on real economic activity depends on the initial distribution of wealth in the economy. Changes in the opportunity cost of funds affect not only the choice of financial source but also the decisions of agents to become entrepreneurs. We also identify a number of new issues that can potentially be addressed by following our general equilibrium approach.

This community service took partners program of Timpag Village, Kerambitan District, Tabanan Regency. Until now in the countryside, the problem that often arises is the high number of poor people. Their life depends on the mercy of nature with subsistence income. Moreover, in conditions such as the current purchasing power of the people declining. The number of poor and underemployed people is increasing. Recognized or not, rural poverty is not entirely due to laziness. However, it is more because the villagers lack access to access to knowledge, skills, capital and experience to explore the sources of livelihood that can free them from the shackles of poverty. Therefore, efforts to empower the economy of rural communities must be done immediately, such as through the development of investment into the village. Technology transfer and management need to be the main goal that is managed professionally and commercially. It also can not be separated from the issue of human resource dev...

Institutional theory, and the institutional logics approach in particular, lacks the feelings that produce, sustain and disrupt institutional practice. This is due in part to rational, instrumental understandings of the individual in practice, and in part to the cognitive and linguistic understanding of that practice, sustained by classification, qualification and belief. Emotion, a joining of language and bodily affect, is ready at hand for institutional theory. There is increasing recognition that emotion is a powerful device for institutionalization and de-institutionalization. In this essay, I consider emotion's position in institutional theory and how we might position it in an institutional logics approach. I will argue that emotion not only mediates institutions, but can itself be institutional.

The quest for sustainability has compelled the leadership of many firms to embrace proenvironmental practices. Environmental Management Accounting helps lower environmental impacts through informed decisions made on costs related to materials and energy. This study is grounded in an Institutional perspective that is utilized to empirically test the environmental management accounting practices adopted by the manufacturing firms operating in China. Structural equation modeling is employed to test the path model relationships among various constructs of the study. The framework employs the three institutional forces, normative pressure, coercive pressure, and mimetic pressures, as antecedents of environmental management accounting directly and through the mediating mechanism of environmental strategy. The moderating impacts of top management support and environmental uncertainty are also taken into account. Survey data was collected from 249 Chinese manufacturing firms. The results demonstrated the significant central role of environmental strategy that fully mediates the relationships between institutional pressures and EMA implementation with the maximum impact of coercive pressures. The central role of leadership in curtailing superficial efforts was revealed through the moderating results of top management support, and the sparingly tested environmental uncertainty over mimetic pressures was also confirmed. The findings present sound and interesting practical and theoretical implications for the management and leadership of the organizations.

This paper highlights the institutional interpretation of scaled market reforms in Russian economy starting 1980 up to nowadays. The methodology of this research is based upon the institutional matrices theory, developed by the author. The main theses of the institutional matrices theory are given in Proceedings of Hawaii International Conference on Social Sciences, June 12 -15, (Proceedings, 2003)). According to this theory, an institutional matrix (a derivative from the Latin "queen; foundation; primary model") is defined as a system of basic institutions, which combine economy, politics and ideology, and regulate the functioning of a state as a whole. Two ideal types of institutional matrices that differ qualitatively and aggregate a whole variety of states of a society as a social system can be singled out: an X-matrix and an Y-matrix. They differ in a set of basic institutions forming them. An X-matrix is characterized by the following basic institutions: • in the economic sphere: redistribution economy institutions (term introduced by Karl Polanyi 's, 1977). Redistribution economies are characterized by a situation when the Center regulates the movement of goods and services, as well as the rights for their production and use; • in the political sphere: institutions of unitary (unitary-centralized) political order; • in the ideological sphere: institutions of communitarian ideology, the essence of which is expressed by the idea of dominance of collective, public values over individual ones, a priority of We over I. X-matrix institutions are predominant in Russia, most Asian, Latin America, and some other countries. The following basic institutions belong to the Y-matrix: • in the economic sphere: institutions of market economy; • in the political sphere: institutions of federative (federative-subsidiary) political order;

This article draws attention to issues about the institutional matrices theory (IMT) as perceived by and raised in the article by F. Gregory Hayden. To clarify the "controversial" points, I structure my response narrative along two lines. First, I present the prehistory of IMT, or X-and Y-theory, including earlier work by scientists related to the concept of institutional matrix. I connect the development of the actual IMT with the period of "perestroika" and the associated market experiments and reforms in Russia and Eastern European countries. One could see that the effects of market reforms in Russia were different in comparison with other countries in economic transition. I show that the institutional approach was accepted as more relevant to understanding the unexpected results in Russian society. I present IMT as a development of the ideas of Karl Polanyi and Douglas North to answer the challenges of explaining the real social and economic processes in Russia, as well as its wider application to a broader range of economic and social situations in different countries. Second, I then present the main IMT theses, giving special attention to the issues as perceived and raised by Hayden. In conclusion, I suggest the possibility of a joint project that combines IMT consideration and the social fabric matrix (SFM) concept of F.

This study examines the impact of financial inclusion and financial dollarization on income inequality in Nigeria. Newey-West estimation technique was used to address the problem of heteroscedasticity and autocorrelation in the time series data. Three key financial inclusion indicators were used (number of bank accounts, number of bank branches per capita and number of ATMs), and a financial dollarization variable measured as a foreign currency deposits as a percentage of total deposits. The results shows that increase in financial inclusion through the expansion of bank accounts and branches statistically reduces income disparity. This effect is evident under dollarized financial environment where the interaction between financial inclusion and financial dollarization amplifies the inequality reducing impact. Conversely, financial dollarization on its own worsen income inequality, signifying the dual role of financial inclusion as both a preventer and enhancer of income disparity in a dollarizing economy. Furthermore, the study finds that higher inflation rate and interest rate also aggravate income inequality. Whereas, government spending shows a complex relationship, with slight increases in inequality observed at the margin. The findings underscore the importance of targeted financial and economic policies that enhance financial inclusion to mitigate the adverse effects of dollarization and promote more equitable income distribution. The study's methodology ensures robust and reliable estimates, providing valuable insights for policymakers in emerging economies coping with income inequality and financial instability.
