E-Participation And Promoting Youth Participation
Abstract
Since the 1990s, the importance of participation has increased at well as the number of participation channels which has started to increase. Thus, the promotion and support of participation has become a priority issue. Especially the participation of the groups which are expressed as disadvantaged due to social, economic and political conditions, has gained an extra importance in this context. Young people who are accepted by the United Nations as disadvantaged groups also have a special place in participation. Increasing the participation of young people, since therefore getting them involved in the society and in the decision-making process, has emerged as one of the basic needs in the context of supporting civic participation. In this study, the extent to which the participation of young people can be increased through e-participation activities will be discussed. The primary goal is to establish some valid and effective ways to increase youth participation. In order to achieve this goal, the importance of young people in terms of civil and political participation will be emphasized first. This will then be followed by a discussion of examples of how electronic participation and different dimensions of it can be of benefit to young people's participation.

Finally, the application proposals that can be put forward to increase the participation of young people will be listed and the necessary conditions for the passage of these suggestions will be mentioned. The ultimate goal of this study is putting forward concrete projects which can be implemented by means of e-participation tools to increase the participation of young people in Turkey. Particularly because of the disconnection, indifference, lack of self-esteem, and many other similar factors observed in young people who have been raised in recent years, it is necessary to encourage them to participate for realizing themselves. It is also useful to increase the level of interest in the related issues in order to encourage the youth. In this context, an environment in which young people actively use and they can freely express their opinions, wishes, and complaints should be preferred. At this point, participation channels developed through information and communication technologies, is e-participation channels, are in place. Indeed, when a classification is made according to age groups, both in Turkey and in all over the world, it has been determined that most of the people using the internet are in high school and college-age youth.It is also clear that the Internet is the most effective channel for promoting the participation of young people who use the Internet for socializing, spending time, having fun, communicating, and studying.
