ABSTRACT & RÉSUMÉ & ZUSAMMENFASSUNG & REVIEW: - [Perspectives of Objectives-Orientated Project Planning in development co-operation] - This anthology presents the systematic compilation of the results of a critical appraisal of Objectives-Oriented Project Planning (OOPP / ZOPP), with recommendations for further development and extension of the planning method. More specifically, the method is examined as to how projects are actually implemented, what participation they allow, and whether the the method ZOPP can be used inter-culturally. The emphasis is on practical analysis and results. The individual chapters and contributions in this volume are self-contained studies and can be consulted independently for examining specific questions. ----------------------------------------------------------------------------------------------------------------------------------- RÉSUMÉ: [ Des perspectives de la planification de projets axée sur les objectifs dans la coopération au développement ] - Cette anthologie présente la compilation systématique des résultats d'une évaluation critique de la planification des projet axée sur les objectifs (PPO / ZOPP), avec des recommandations pour un développement et une extension ultérieurs de la méthode PPO. Plus précisément, la méthode est examinée pou r savoir comment les projets sont réellement mis en œuvre, quelle participation ils permettent et s'ils peuvent être utilisés de manière interculturelle. L'accent est mis sur l'analyse pratique et les résultats. Les différents chapitres et contributions de ce volume sont des études autonomes et peuvent être consultés indépendamment pour l'examen de questions spécifiques.
----------------------------------------------------------------------------------------------------------------------------------- ZUSAMMENFASSUNG: Dieser Sammelband stellt die systematische Zusammenstellung der Ergebnisse einer kritischen Auseinandersetzung mit der zielorientierten Projektplanung (ZOPP) vor, mit Empfehlungen zur Weiterentwicklung und Erweiterung des Konzeptes. Konkret wird untersucht, wie Projekte tatsächlich umgesetzt werden, welche Partizipation sie erlauben und ob die ZOPP-Methode interkulturell genutzt werden kann. Der Schwerpunkt liegt auf praktischen Analysen und Ergebnissen. Die einzelnen Kapitel und Beiträge in diesem Band sind in sich abgeschlossene Studien und können unabhängig voneinander zur Untersuchung spezifischer Fragestellungen herangezogen werden. -----------------------------------------------------------------------------------------------------------------------------------

REVIEW: Planning by objectives, or the Objective Oriented Project Planning (OOPP/ZOPP), the planning method of the German agency for technical cooperation (GTZ, since 2011 Gesellschaft fuer Internationale Zusammenarbeit, GIZ), widely used in the 1980s and early 1990s, was the base, although in a revised form, of the Project Cycle Management (PCM) of the GTZ / GIZ, still applied up to date, even by non-German aid agencies. In a modified form, putting more emphasis on flexibility, process-orientation, and the appropriate use of participatory methods, the underlying rational is still a useful guideline for project planning. The book reviewed mirrors a crucial phase in the process of the critical reflection of the logical planning framework approach and its derivates in the past two decades. Besides a short presentation of the method, the reader contains critical analyses of ZOPP from different perspectives, as well as case studies meant to improve and to adapt the method to local conditions. But also major shortcomings of the approach, namely its rationalist methodology and lacking reflection of the cultural and social setting of the 'target-groups', e. g. the vested hidden interest of local power brokers, have been criticized in detail. The contributions to this book pose relevant questions on the 'rational-actor' theorem, very much en vogue in development economics and political science on a global scale up to date, and provide answers which should be honoured by present development planners.
