In remote El Pao, the island's unseen leader governs from afar while thousands of prisoners labor endlessly constructing the local plantation. Governor Vargas is shockingly assassinated by Lt. Garc�a who blames it on Ram�n V�szquez, the governor's aide. His reasoning is V�szquez's affair with the governor's wife In�s. As the newly elected governor, Vasquez must reconcile his liberal politics with the oppressive dogma of the ex-dictator. Meanwhile Alejandro Gual, a military leader, tries to usurp Garcia's power and to turn In�s against her lover.
