Born in Auckland, Oakley studied languages in school, before deciding on an acting career and went to England where he appeared in stage productions before emigrating to Australia in 1978. He went on to appear in high-rated television series including The Sullivans, Cop Shop, Skyways, Sons and Daughters, Prisoner: Cell Block H, A Country Practice, The Flying Doctors. However, her became notable for his role as Tom Fletcher in the Seven Network soap opera Home and Away during its first three seasons (1988 to 1990), until his character was killed off in a car accident. He returned to the series in 2008 for the show's 20th anniversary which involved his foster daughter, Sally (Kate Ritchie), being brutally stabbed, and Tom appears in Sally's visions from the other side while she lays in hospital unconscious.
