"Experiment 013 is suspected to be one of team rocket's first attempts at exasperating eevee's instable genetic structure. It was considered a great success at first, they had created a Pokemon who could evolve and devolve at will! Unfortunately degradation of its genetics would continue, each evolution more unstable than the last. At its current state, a control collar around its neck is the only thing keeping it in its current form. Without it, any slight change in its environment will cause 013's body to spontaneously warp into a hideous thing, bursting at the seams with destructive elemental energy."
