It's an old method, I used this to draw hair spikes.
Draw a curve on the spikes to create a three-dimensional effect.
(Contrary to the facts, I made a mistake with the two spikes in the back xd)
I added the smaller jawline/ridge/head curve line because it helps to give the head a shapier feel.
The 3D model version in the games doesn't have a jawline, possibly due to the fact that the jawline may make the head look too circular, like when looking at Sonic from the front. Another reason is that by removing the curve, it may help with how lighting and shadows bounce on the head.
Which is why they combine the head into the spikes. I imagine it as extra skin on the bottom quill to not overcomplicate it. To give it a purpose, it might help with bending the head. Similarly to bending/creasing any other part of the body.
Overall it's a personal preference kind of thing, because Sonic has multiple styles and, like with other things.. it depends on what you want to do or convey in your drawings.
