Terran Guardsmen. These ones belonging to Halle's garrison.
The Federation's guardsmen are only ever on their home planet and never deploy offworld. Most are not equipped nearly as well as enlisted combat arms units, with the muscle suits, and rather wear a chestplate and helmet.
They make great auxiliary supporting units to the regulars however, bulking up weaker lines, serving as logistics troops, or playing a more defensive role while the regulars focus on offensives.
It's not unheard of for Guard units to be issued the same gear as the regular army however, as many guardsmen combat arms units across the Federation have been known to be fully outfitted with the latest gear by the time of the war's start.
