What are adoptables? o.O

So I was going through my messages and such when I encountered something I hadn't before: adoptables. What are adoptables? I mean... it looks like you design something and then sell it to a person? But what are the rules of use and whatnot? Can you do whatever you want with the drawing that you adopt?
