Some things I've been seeing really often yet, and I'm still confused about them

NUMBER ONE.

What does "commissions on hold" exactly mean? Some people already explained me, but wasn't quite sure themself, I kinda got a thought but I'm still not sure.

NUMBER TWO

What is this "secret santa" thing that was running during christmas time, I know that people were giving each other pictures, but I don't get the rules and the game itself.
