Flamatian are used in Fire Brigades. The Fire they fight against will make their own Fire Moves stronger.
The Lifebelt among his Neck is a Waterfilled Collar. If his Fin shows a Water Surface you can tell the Waterlevel of the filled Lifebelt is high enough to fight the largest of Blazes.
