Whenever I have seen artwork of Rouge in a feet tickling scenario like this, in which I will quickly say that this for look very nice, I always like to imagine that due to the combination of the design of her outfit (particularly her breastplate) and her soles being very sensitive, whenever Rouge gets her feet tickled, she always laughs really hard and loudly!

As well as that, Rouge would heavily sway and sometimes violently jerk her body into different positions and directions throughout! This intern somewhat slowly makes her breasts loosen and/or reveal themselves from beneath her breastplate! And if Rouge was to have her hands tied, as she seems to have here, she would be incapable of preventing the further embarrassment, or even torture if those exposed boobs are decided to be tickled as well!
