I know, technically, some villains would certainly be too proud to fake their own death. But in this story, they are an evil big happy united family and indulged in the plot. So, they gave iconic items to display and the president could pretend his cape chasers got rid of all super villains (within the week?...) . Of course, they'll would resurfaced once the country would be under their thumb entirely. And flat out admitted they lied? Certainly, as it won't have much importance any more.

Despite forced into clandestinity , all fishy traffics ended in their pockets. Those who preferred action came into suicide squads, in order to have a chance to find and kill their nemesises-the constitution is the one we know here, plus others villains from Marvel like Mysterio. And yes, Amanda Waller deserve the "Wall" nickname- she's fat. I see no reason to turn the secretary of metahumans affairs into a thin eye-candy.
