Technically speaking. I makes sense that she can use her wings to glide down and look like she is ridding that broom.

This is just like how some Monk's would sit on this very strong apparatus that looks like a whole seat attached to a wooden rod. So when the head monk sits on the seat and his right hand holding the top of the rod. It looks like he's floating in midair with only his walking stick touching the ground. A good illusionary trick.

But back to kally. It may suck that most people never get to see her fully nude. However the artist makes up for that with really creative outfits. That dress is a nod to both Witches and Elvira herself. Very fancy hat and showing all the boys her cleavage. Very Nice!
