Arthur is a very very rich duke and a self proclaimed King of the vampires (since he has tons of money he can bribe a lot of minions)

He is proud of eating people and turning some of them into vampires. Gives him a satisfaction to see them miserable for eternity. He also love humans worshipping and throwing themselves to him . He false hope that they will turn into a vampire.
